About this file

This document is Amendment 0004 to Solicitation 36C26126Q1067, issued by the Department of Veterans Affairs Network Contracting Office 21, containing questions and answers provided to offerors prior to the quote due date of September 22, 2026 at 10:00 AM.

The solicitation is for fire and smoke door inspection and maintenance services at three VA divisions: Palo Alto, Menlo Park, and Livermore. The contract is a firm fixed-price (FFP) award for a single base year period from November 1, 2026 through October 31, 2027, with no option years. Offerors must bid on inspection services for approximately 750 fire and smoke doors, 20 hatches and chutes, and 24 roll-up doors requiring drop testing. Pricing includes four line items: single door inspections (CLIN 0001), double door inspections (CLIN 0002), automatic and magnetic hold-open door inspections (CLINs 0003-0004), hatches and chutes (CLIN 0005), roll-up door drop testing (CLIN 0006), and 750 fully burdened labor hours for repairs (CLIN 0007) at a single blended rate covering all trades and divisions. Work must comply with NFPA 80 and 105 standards. The contractor must obtain CFDAI or equivalent fire door assembly inspector certification and provide day-badges daily while long-term badging is processed. Inspections must begin within 30 days of award and complete within 8 weeks, with deficiency reports delivered within 30 days of completion. Contractors must affix green inspection labels showing month/year on each inspected assembly. Escorts are provided for restricted areas during business hours; repair work in high-traffic areas may require after-hours labor at the same hourly rate. The government will prepare ILSM documentation with a two-week lead time, and contractors must maintain fire watches during ILSM conditions. Materials and parts will be ordered per PWS Section 11.7, with the government bearing responsibility for delivery, storage, and warranty if government-furnished. No prior inspection contract existed; offerors should bid based on Section 10.4 door counts but verify and complete inventory upon award.

Questions and VA RESPONSES

1. Site visit and site walk. PWS Section 13 (Site Investigation and Conditions Affecting the

Work) states that the contractor has the responsibility to make the determination and request a site walk, and that failure to perform a site walk does not relieve the contractor of completing the contract on time and within budget.

a. Will the Government schedule an organized site visit at the Palo Alto, Menlo Park, and Livermore Divisions before the 09/04/2026 closing?

b. If not, will the Government accommodate individually scheduled site walks, and who is the point of contact and required lead time at each division?

c. Given that questions close 08/27/2026 and quotes are due 09/04/2026, will the

Government extend the closing date to allow a meaningful site walk and follow-up questions?

VA RESPONSE: Date and Time provided with solicitation. No individual site walk scheduled at this point.

2. Contract type — IDIQ versus firm fixed price. Paragraph (5) of the Addendum to FAR

52.212-1 states that “The VA anticipates the award of an Indefinite Delivery Indefinite

Quantity Contract consisting of 5, one year ordering periods.” FAR 52.212-2 states that

“The Government intends to award a firm fixed price contract resulting from this solicitation.” SF 1449 reflects a single base period of 11/01/2026 through 10/31/2027.

a. Will the resulting award be an IDIQ contract or a firm-fixed-price contract?

VA RESPONSE: FFP not IDIQ, revised in Amend 0001

b. If IDIQ, what is the guaranteed minimum and the maximum ceiling for the contract?

VA RESPONSE: N/A FFP not IDIQ revised in Amend 0001

c. If IDIQ, will FAR 52.216-18, 52.216-19, and 52.216-22 be incorporated by amendment, and what are the ordering procedures?

VA RESPONSE: N/A FFP not IDIQ revised in Amend 0001

3. If IDIQ, will the annual inspection be ordered by task order each year, and what is the anticipated order issuance date relative to the start of each ordering period?

VA RESPONSE: N/A FFP not IDIQ revised in Amend 0001

4. Option years and the price schedule. PWS Section 1 states a period of performance of five calendar years, consisting of a base year and four one-year option years. Section B —

Price/Cost Schedule contains no option-year line items. FAR 52.212-2, paragraph (a), states that the Government will evaluate offers by adding the total price for all options to the total price for the basic requirement. VAAR 852.219-73(e) and 852.219-75 measure limitations on subcontracting compliance “by the end of the base term of the contract or order, and then by the end of each subsequent option period.”

a. Will the Government issue an amended price schedule containing option-year CLINs for Option Years 1 through 4?

VA RESPONSE: 1 year contract only, Revised amendment 2

b. If no option-year CLINs are issued, how should offerors propose option-year pricing, and how will options be evaluated under FAR 52.212-2(a)?

VA RESPONSE: 1 year contract only, See amendment 2

5. Door type breakdown is not identified in the inventory. Section B requires separate unit prices for single doors (400), double doors (150), double automatic doors (100), and doubles on magnetic hold-open devices (80). Attachment A contains columns titled

“Single,” “Double,” “Automatic,” and “With Magnetic Hold Open device,” but these columns are blank for every line item on all three detail tabs.

Can the Government provide a breakdown of the existing inventory by door type? VA

RESPONSE: See Performance Work Statement sections 9 &10. The bidders are required to bid on the number of doors in Section 10.4, but verify and complete the inventory provided upon award of contract.

a. For a double door on a magnetic hold-open device that is also automatic, which CLIN applies? VA RESPONSE: Magnetic hold open.

b. For pricing purposes, is a pair of doors (double door) one unit under CLIN 0002, or two units? VA RESPONSE: One unit.

6. Livermore Division Building 90. SF 1449 and PWS Section 1 identify the Livermore

Division with the parenthetical “Omit Bldg 90.” Attachment A, “Door summary” tab, includes

Building 90 with 35 doors within the Livermore total of 111, and a building drawing for

Livermore Building 90 is included with the solicitation attachments.

a. Please confirm that the 35 doors in Livermore Building 90 are excluded from the requirement and the count is 76 doors rather than 111. VA RESPONSE: Building 90 doors are omitted from the contract. Bids will still be based on the number of doors identified in Section 10.4. Door location may change after inventory identification.

b. The “Door summary” tab lists PAD Buildings 40, 41, 42, 43, and 603 as “NIC,” and shows zero doors for PAD Buildings 8, 10, 103, and T6. Are those buildings excluded from inspection, or are they to be surveyed and added to the inventory if rated assemblies are found?

VA RESPONSE: The buildings with zero doors on Summary are excluded.

7. Building counts flagged as unverified in Attachment A. The “Door summary” tab carries open items: PAD Building 9 is counted at 7 doors with the comment “32 — verify if all bedroom doors in corridor are rated” (the corresponding drawing is titled “32 doors”);

MPD Building 347 is counted at 9 with the comment “Verify if there are 6 or 9 doors”; MPD

Building 360 is counted at 30 with the comment “Verify if there are 28 or 30 doors”; and the

PAD MB-1 through MB-4 entries carry the comment “verify storage and electrical rooms rating.”

a. Which counts should offerors use for pricing at PAD Building 9, MPD Building 347, and MPD Building 360? VA RESPONSE: For pricing, bidders are to use number of doors in Section 10.4.

b. If patient bedroom doors opening onto corridors at PAD Building 9 are found to be rated assemblies, are they within the scope of the annual inspection? VA

RESPONSE: For pricing, bidders are to use number of doors in Section 10.4. Once inventory is verified by the contractor, the government will let the contractor know which buildings or doors to be added or omitted.

8. Hatches and chutes — CLIN 0005 definition and unit of measure. CLIN 0005 establishes a quantity of 20 hatches and chutes. Attachment A shows 8 line items identified as “LINEN CHUTE” at the Palo Alto Division, 7 line items identified as “LINEN

CHUTE” at the Livermore Division, and 11 line items identified as “ACCESS PANEL” at the

Livermore Division.

a. Are the Livermore “ACCESS PANEL” line items included within CLIN 0005? VA

RESPONSE: YES

b. Is the unit of measure one intake or discharge door at each landing, or one chute system? VA RESPONSE: one intake or discharge door at each landing

c. Are trash and soiled-linen chute discharge doors and chute termination room doors included in CLIN 0005 or counted separately as fire doors? VA RESPONSE: Included in CLIN 0005

d. Are rated ceiling and floor access hatches, roof scuttles, and duct access doors included in CLIN 0005? VA RESPONSE: Included in CLIN 0005

e. Are the 20 hatches and chutes included within the 750-door total, as the PWS

Section 10 quantity table indicates, or in addition to it? VA RESPONSE: In addition to it.

9. Roll-up doors and drop testing — CLIN 0006. CLIN 0006 establishes a quantity of 24 and cites “section 10.5 of PSW.” The PWS quantity table cross-references section 10.6 for the roll-up door drop test. The drop test list in the PWS itemizes 24 test points, but that total includes two entries at PAD Building 500 that each appear twice (“2nd floor CB2-22

@ the elevator lobby entrance” and “2nd floor CB2-12 @ the elevator lobby entrance”).

The list also includes assemblies that are not roll-up doors; four elevator-lobby fire curtains at PAD Building 520 and two horizontal accordion doors at the Building 520 rotunda.

a. Is the intended quantity 24, or are the duplicated PAD Building 500 entries typographical errors that would reduce the quantity to 22?

VA RESPONSE: Comply with PWS section 10.6

b. Please confirm the correct PWS cross-reference for the drop test list.

VA RESPONSE: PWS section 10.6

c. Are the elevator-lobby fire curtains and the horizontal accordion doors priced under

CLIN 0006, or should they be priced elsewhere?

VA RESPONSE: Under CLIN 0006

d. Are the 24 assemblies under CLIN 0006 included within the 750-door total or in addition to it?

VA RESPONSE: In addition to it.

e. Attachment A identifies roll-up and rolling fire door assets only at the Palo Alto

Division. Are there rolling doors, fire shutters, or fire curtains at the Menlo Park or

Livermore Divisions that require annual drop testing?

VA RESPONSE: No.

f. Does the requirement include the annual drop test and reset in every contract year, including reset of any assembly that fails to reset properly?

VA RESPONSE: Single year contract only.

10. Proprietary assemblies. Elevator-lobby fire curtains and horizontal accordion fire doors are generally proprietary assemblies for which testing, reset, and parts are controlled by the original equipment manufacturer or its authorized service provider.

a. Can the Government identify the manufacturer and model of the fire curtains and accordion fire doors at PAD Buildings 500 and 520?

b. Are current maintenance and test records available for these assemblies?

VA RESPONSE: Records available. To be provided after award of contract.

11. CLIN 0007 — fully burdened labor hours for repairs. CLIN 0007 establishes 750 fully burdened labor hours. PWS Section 11 states that the contractor shall price fully burdened labor hours and that no separate allowances for overhead, G&A, travel time, parking, or profit may be applied.

a. Does the Government require a single blended hourly rate covering all trades and all three divisions, or will it accept separate rates by labor category?

VA RESPONSE: One labor rate.

b. How should overtime, after-hours, weekend, and Federal holiday labor be priced, given that separate allowances are prohibited?

VA RESPONSE: See response to Question #20.

c. Are hours associated with travel between the three divisions billable under CLIN

0007, or must they be absorbed within the rate?

VA RESPONSE: Fully burdened labor rate includes all overheads including travel time.

d. Are hours spent preparing repair quotes, attending coordination meetings, obtaining permits, and preparing ILSM documentation billable under CLIN 0007? VA

RESPONSE: No

e. Are hours spent correcting minor deficiencies at the time of inspection billable under

CLIN 0007, or are they included in the inspection unit price? PWS Section 10 requires that all minor repairs and adjustments be made at the time of inspection except those requiring parts or more than one hour of labor.

VA RESPONSE: When doors require minor adjustments like tightening of screws or adjusting hinges, that can be easily accomplished during inspection, the time is not separately billable and is included in inspection service.

12. Materials and parts — no line item is provided. PWS Section 11 requires the contractor to provide a description of parts required to complete repairs, reserves the Government’s right to furnish parts, and states that the Government may purchase parts using a government purchase card or a separate procurement. Section B contains no CLIN for materials or parts.

a. How are contractor-furnished parts to be ordered, invoiced, and paid under this contract if no materials CLIN exists? VA RESPONSE:

SEE SECTION 11.7 of Performance Work Statement.

b. What is the Government’s estimated annual dollar value for repair parts and materials? VA RESPONSE: No estimate available.

c. If the Government furnishes parts, who is responsible for delivery, storage, and warranty of those parts? VA RESPONSE: Government does.

13. Relationship between the base-year initial inspection and the annual inspection.

PWS paragraph 9.1 requires the contractor to inspect all smoke and fire rated doors, hatches, and chute doors at all three campuses, to start no later than 30 days after award, to complete within eight weeks, and to deliver a complete deficiency list within 30 calendar days after completion. PWS Section 10 separately requires an annual inspection, testing, and preventive maintenance service of the same assemblies.

a. Is this intended to be the base year NFPA 80 inspection, or a separate “survey” to inventory doors with the actual NFPA 80 inspection to occur after?

If this is a separate service from the NFPA 80 inspection, which line item should this be priced against?

VA RESPONSE: This is a single one time inspection. Deficiencies shall be identified, followed by correction. At the end of any required repairs, the door should be NFPA 80 / 105 compliant with a sticker showing when it was last inspected.

b. If the schedule is delayed by escort availability, area access restrictions, or clinical operations, will the eight-week window be extended without prejudice to the contractor?

VA RESPONSE: If delay is caused by the government, the schedule will be adjusted if approved by the Contracting officer.

c. Does the 30-day start requirement run from date of award or from completion of contractor badging?

VA RESPONSE:

After award.

Day badge can be obtained daily from VA police. No need to wait for badging.

14. Reporting deliverables, formats, and systems of record. PWS paragraph 9.1 requires a deficiency report in spreadsheet form with door number, building, floor, facility location, deficiencies, recommendations, required repairs, and a corrective action quote. PWS

Section 10 requires an inspection report for each door or assembly addressing each NFPA

80 inspection point, service reports within five business days, and a file naming convention identifying building number and site location.

a. Will the Government provide required templates for the deficiency report, the service report, and the updated inventory?

VA RESPONSE:

Use the inventory provided by the government, make corrections as needed, and add info on blank columns.

The deficiency report and service report must cover all items under NFPA80/105. At a minimum see attached list.

b. Should the updated inventory be returned in the same format and tab structure as

Attachment A? VA RESPONSE: Ideally yes. Contractor may make suggestions for additional info or for changes to COR after award for approval.

c. Must inspection and deficiency data be entered into a VA system of record such as a computerized maintenance management system, or is delivery by email in PDF and

Excel sufficient? VA RESPONSE: Excel is sufficient.

d. Does the Government require an individual NFPA 80 inspection form per opening per year, signed by the certified inspector, in addition to the summary spreadsheet? VA

RESPONSE: Yes

e. Are photographs required for each deficiency? VA RESPONSE: No

f. To whom, besides the COR, must reports be delivered, and are the three divisions’ site managers separate recipients? VA RESPONSE: COR only

15. Inspection labels. PWS Section 10 requires the contractor to affix a small label or sticker with the date of inspection on the side of each door after a passed inspection, and again after repairs and re-inspection.

VA RESPONSE:

a. Are the labels contractor-furnished? VA RESPONSE: Yes

b. Does the Government require a specific label size, color, content, or placement? VA

RESPONSE: Geen label with date of inspection, placed as high as possible on the hinge side door edge.

c. Should existing labels from prior inspections be removed? VA RESPONSE:There are none, but remove if found any.

d. Is a label required on hatches, chutes, rolling doors, and fire curtains as well? VA

RESPONSE: Everything that is inspected needs to be labeled with month/year.

16. Doors with missing, painted over, or illegible listing labels. Given the age of the building stock at all three divisions, a material number of openings can be expected to have missing or unreadable listing labels. NFPA 80 does not permit field re-labeling by the inspecting contractor absent a listed field labeling program.

a. How does the Government want openings with missing or illegible labels dispositioned; reported only, field labeled by a listed agency, or replaced?

b. Is third-party field labeling by a listed agency within the scope of this contract, and under which CLIN would it be priced?

c. Does the Government have existing documentation, such as prior surveys or equivalency determinations, for openings known to be unlabeled?

VA RESPONSE:

a & b. See section 9 of Performance Work Statement. Missing certification labels are to be identified as deficiencies and would need correction action per code.

c.No

17. Price adjustment for wage determination revisions. FAR 52.222-43 is incorporated at

C.2 and provides for price adjustment on multiple-year and option contracts. Section B contains no option-year line items.

a. How will FAR 52.222-43 adjustments be applied if option-year prices are not established in the schedule?

VA RESPONSE:

This is a one year contract. There are no option years.

18. Personnel vetting, badging, and onboarding. PWS Section 7 requires background checks and VAPAHCS-issued identification badges for all contractor and subcontractor personnel. Clause C.9, VAAR 852.204-72, designates all positions as Tier 1 / Low Risk.

a. What is the typical elapsed time from submission of vetting paperwork to badge issuance at VAPAHCS?

b. Does the eight-week initial inspection window in PWS paragraph 9.1 begin only after badging is complete?

VA RESPONSE:Contractor and his personnel to obtain day-badges from Police daily while long term badges are being processed. There is no need to wait for badging to start work.

19. Access to restricted and patient-care areas. The inventory includes openings in mental health, community living center, residential rehabilitation, and research buildings at Menlo

Park, and in patient care areas at Palo Alto Building 100 and Livermore Building 62.

Standard duty hours are 7:00 AM to 4:00 PM, Monday through Friday, excluding Federal holidays.

a. Will the Government provide escorts for restricted areas, and is escort availability guaranteed during the standard duty hours?

b. Are there areas; for example operating rooms, sterile processing, imaging, pharmacy, or research vivarium space; that can only be accessed outside standard duty hours?

c. If work in those areas must be performed outside standard duty hours, how is that labor to be priced?

VA RESPONSE:

a. Escort shall be provided by the government for restricted areas during regular business hours.

b. For inspection services all buildings are available during normal business hours. For repairs, in high traffic area doors the contractor will need to work during off business hours. (after 4.00 pm or before 7.00 am). For pricing contractor may assume 20% doors occurring in high traffic areas or restricted areas.

c. Contractor shall be paid at the same rate as work during normal business hours.

20. Interim life safety measures, infection control, and permits. PWS Section 12 requires coordination of an Interim Life Safety Measures notification before repairs that block a facility exit, and a hot work permit for any spark, flame, or heat-producing work.

a. Who prepares and approves the ILSM documentation, and what is the required lead time?

b. If a fire watch is required during ILSM conditions, who provides and pays for it?

c. Is an Infection Control Risk Assessment permit required for repair work generating dust or debris in patient care areas, and is the contractor responsible for providing containment?

d. Who issues hot work permits at each division, and what is the required lead time?

e. Are there blackout periods, such as Joint Commission survey windows or construction phasing, during which work may not be performed?

VA RESPONSE:

a. COR- two weeks

b. Contractor maintains fire watch.

c. Yes.

d. Contractor is expected to provide a schedule for inspections and repairs to COR for approval and accommodate any temporary construction that might affect availability of door(s) for inspection or repair.

21. Hazardous materials in existing assemblies. Several buildings in the inventory predate current restrictions on lead-based paint and asbestos-containing materials. Repair operations listed in Attachment A include planning door edges, welding, drilling, sanding, and removing rust and corrosion.

a. If a door or frame is found to contain lead-based paint or asbestos-containing material, is abatement the responsibility of the contractor or of the Government?

b. Has the Government surveyed the door and frame assemblies for lead-based paint or asbestos, and can those results be provided?

c. If abatement is the contractor’s responsibility, under which CLIN would it be priced?

VA RESPONSE:

a. Contractor is not responsible for asbestos abatement.

b. Where a metal door requires repair involving welding/ grinding or cutting etc., contractor is to inform COR and obtain verification before proceeding for doors with encapsulated ACM. The information shall be provided on an as-needed basis.

22. CFDAI certification requirements. PWS Section 6 requires that the contractor or its employees providing service on the doors be certified Fire and Egress Door Assembly

Inspectors, and limits that requirement to representatives working in the field or supervisors directly supervising the work in the field. Factor 1 requires proof of a valid and current CFDAI.

a. Will the Government accept an equivalent nationally recognized fire door assembly inspector certification in lieu of CFDAI, and if so which ones?

b. Must the certification be held at time of quote submission, or may it be obtained before performance begins?

VA RESPONSE: See addendum correction for clarification on requirements.

23. Prior inspection history and expected condition of the openings. Attachment A records inspection dates on the Palo Alto tab in 2017, 2019, and 2020, with approximately

104 line items carrying no inspection date at all; the Menlo Park tab contains no inspection dates; and the Livermore tab records dates predominantly in 2020. The serial number field is recorded as “UNKNOWN” for the Palo Alto assets. The quantity of repair hours and parts an offeror must anticipate depends heavily on the current condition of the openings.

a. Was there a prior fire door inspection and maintenance contract at VAPAHCS? If so, can the Government provide the incumbent contract number?

b. Can the Government provide the most recent inspection reports and open deficiency lists for each division?

c. Are there open Joint Commission or VA Life Safety findings related to door assemblies that this contract is expected to close out?

d. Were the deficiencies identified in prior inspections corrected, and if not, is that backlog within the scope of this requirement?

VA RESPONSE: No contract for fire door inspection/ PM was in place previously. No information on inspection or deficiencies is available for contractors under this solicitation.

24. Proposal submission instructions. Section B.2(b)(1) instructs offerors to submit three separate PDF volumes (Volume 1 – Technical, Volume 2 – Experience, Volume 3 – Price), while the Instructions for Preparation and Submission of Quotes lists four volumes/factors

(1 – Technical Capability, 2 – SDVOSB Compliance, 3 – Past Performance, 4 – Pricing and Administrative). Could the Government clarify how the four required volumes/factors should be organized into PDF files for submission — specifically, which factor(s) should be combined to match the 'three PDF' requirement, and where SDVOSB Compliance (Factor

2) and Past Performance (Factor 3) should be filed?

VA RESPONSE: Amendment will clarify evaluation factor volumes See Amendment 0001.

See attached document: Fire and smoke door inspection and deficiency checklist.
