About this file

This document is an addendum to FAR 52.212-1 that provides instructions for vendors responding to a VA Request for Quotation (RFQ) for fire door inspection and certification services. The VA anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of five one-year ordering periods, with evaluation conducted under FAR Part 12 to determine best value. Vendors must be registered in the System for Award Management (SAM) with a valid Unique Entity ID (UEI) and submit electronic quotes to gary.christensen@va.gov with the solicitation number in the subject line. The period of acceptance for offers is 14 calendar days, and all questions must be submitted to the contracting officer by 10:00 AM PDT on September 8, 2026. Vendors must submit four separate PDF volumes: Volume One (Technical), Volume Two (SDVOSB Compliance), Volume Three (Past Performance/Experience), and Volume Four (Price), with email messages not exceeding 5 MB.

Technical requirements mandate that prospective offerors demonstrate at least five years of experience inspecting and certifying fire doors in commercial or healthcare facilities (non-residential) involving a minimum of 50 doors, including at least 10 automatic doors with hold-open devices. Offerors must provide proof of valid and current Certified Fire + Egress Door Assembly Inspector (CFDAI) certification from DHI, or alternatively CFDI from Intertek's IQP program, or IFDIA certification for swinging fire doors. For rolling steel/vertical doors, vendors must hold IDEA Certified Rolling Steel Fire Door Technician credentials or manufacturer certification. Chute door inspectors require manufacturer-specific training plus documented NFPA 82 knowledge. Volume Two requires completion and signature of VAAR 852.219-75 (Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction), with failure to submit rendering the quotation ineligible for award. Volume Three must include detailed past performance information with contract numbers for relevant federal or VA facility work. Volume Four requires completion of Standard Form 1449 with vendor address, SAM UEI number, signature, name/title, and date, including Section B continuation.
