About this file
This is a contingency planning document submitted by Reyes & Sons LLC in response to the State of Arizona Department of Transportation's solicitation for Mechanical Street Sweeping Services in the Phoenix Metropolitan Area. The document outlines the contractor's approach to managing potential scheduling conflicts and staff shortages while maintaining uninterrupted service delivery across Maricopa County and the City of Phoenix. Reyes & Sons LLC describes its operational framework, which includes detailed daily routing plans covering approximately 400 miles per shift, with primary routes scheduled on Sundays or when capacity allows, secondary routes scheduled two days prior to primary routes, and monthly mainline and ramp routes integrated into the overall schedule. The proposal submission deadline is June 20, 2025, and the procurement is being conducted under the Arizona Procurement Code (A.R.S. 41-2501 et seq.).
Reyes & Sons LLC's contingency planning strategy relies on four primary mechanisms to address operational challenges: a stable workforce with low employee turnover, comprehensive cross-training of personnel across all aspects of the "assembly line process" from washouts to servicing and staging, flexible scheduling and routing systems that can be modified to accommodate special events or internal conflicts, and dynamic resource allocation utilizing different sweeper units and support vehicles. The contractor emphasizes proactive communication with ADOT and maintains detailed daily and monthly paperwork with time-stamped progress records to identify and address deviations promptly. The document demonstrates the contractor's commitment to collaborative problem-solving with the agency and highlights its proven rapid response capabilities for unforeseen incidents as evidence of organizational agility applicable to staffing and scheduling challenges.

Reyes & Sons LLC: Contingency Planning for Scheduling and Staffing
Reyes & Sons LLC maintains robust contingency plans and processes to effectively address potential scheduling conflicts and staff shortages, ensuring uninterrupted and high-quality service delivery. Our approach leverages a stable workforce, strategic operational flexibility, and proactive management to mitigate risks.
Addressing Staff Shortages
Our primary strength in mitigating staff shortages stems from our highly stable workforce with a consistently low employee turnover rate. This inherent stability significantly reduces the likelihood and impact of unexpected personnel absences. In the event of unforeseen staff shortages, our contingency plans include:
• Cross-Trained Personnel: Our comprehensive training program, where new hires learn all aspects of our "assembly line process" from washouts to servicing and staging, ensures that many employees possess a broad understanding of various operational roles. This cross-training allows for flexible reassignment of duties among existing staff to cover gaps.
• Experienced and Collaborative Team: Our tenured mechanics and shop/service/staging employees, who are accustomed to working collaboratively and leaning on each other's strengths, can readily adapt to redistributed workloads. This collective expertise allows for efficient allocation of responsibilities to maintain service levels.
• Proactive Scheduling: Our detailed daily routing plans and the strategic scheduling of primary, secondary, and monthly routes are designed to provide a consistent workload. This structured approach helps in identifying potential resource strains in advance, allowing for proactive adjustments.
• Emergency Response Capability: Our proven rapid response capabilities for unforeseen incidents (such as minor landslides) demonstrate our organizational agility. This same responsiveness can be applied internally to quickly reallocate resources to address immediate staffing needs.
Resolving Scheduling Conflicts
Reyes & Sons LLC understands that operational environments can present unforeseen scheduling conflicts. Our organizational flexibility and communication protocols are key to managing these effectively:
• Flexible Scheduling and Routing: Our established schedule and routing system is inherently flexible and adaptable to changes in service requirements. This allows us to modify sweep schedules to accommodate specific events (e.g., concerts, large sporting events) that may necessitate shifts in our operational timelines. This same flexibility is applied to internal scheduling conflicts.
• Dynamic Resource Allocation: The consistent workload distribution, averaging around 400 miles per shift, provides a framework within which adjustments can be made. When a conflict arises, we can strategically reallocate resources, including different sweeper units or support vehicles, to ensure all routes are covered.
• Proactive Communication with ADOT: We are committed to transparent and collaborative communication with ADOT. Our willingness and ability to "work with ADOT and modify the sweep schedule for the sake of improving efficiency and satisfying all varying needs of the department" extends to internal scheduling challenges that might impact external commitments.
• Leveraging Monthly and Secondary Routes: The scheduling of monthly mainline and ramp primary routes on Sundays or when capacity allows, as well as secondary routes two days prior to primary ones, provides built-in flexibility.
These less time-critical tasks can be adjusted or re-sequenced to free up resources for more immediate or conflicting requirements.
• Detailed Paperwork and Tracking: Our comprehensive daily and monthly paperwork, which records mileages and time-stamped progress, provides real-time data to identify and address any deviations or conflicts promptly.
By combining a stable, cross-trained workforce with agile scheduling methodologies and a commitment to clear communication, Reyes & Sons LLC ensures resilient operations capable of effectively navigating both staff shortages and scheduling conflicts without compromising service quality or contractual obligations.
