About this file
This capacity planning document pertains to Offsite Sweeping LLC's proposal for Mechanical Street Sweeping Services with the Arizona Department of Transportation (ADOT) for the Phoenix Metropolitan Area under procurement BPM006937. The document outlines the contractor's organizational structure and resource allocation to support mechanical street sweeping operations across Maricopa County and Phoenix City. Offsite Sweeping proposes deploying 15 dedicated ADOT team members, all possessing Commercial Driver's Licenses, with access to an additional pool of 75 total employees across multiple operational divisions to provide backup capacity and flexibility. The contractor currently operates a fleet of 16 mechanical sweepers with plans to purchase three additional units from Mesa-based manufacturer Nescon upon contract award, which can be produced within 30 days. The equipment inventory also includes 9 large debris collection trucks, 12 Gregory TTMA-100 and TTMA-200 attenuator trailers for crash protection, supervisory vehicles, and a 24-hour mobile repair shop featuring an Isuzu NPR utility truck to ensure operational continuity and minimize downtime.
The capacity planning document emphasizes that Offsite Sweeping has prioritized the Phoenix metropolitan contract for the past 10 years and commits to maintaining this as the highest priority should the contract be awarded. The contractor maintains multiple operational divisions including a 10-person repair shop, 5-person yard and washout facility, 18-person construction sweeping and water truck service team, 23-person underground utility and stormwater pollution prevention team, and 4-person office staff. The document indicates that existing equipment capacity is sufficient to complete all mandatory primary sweeping routes immediately upon award, with planned additions to the fleet contingent upon departmental budget allocation for secondary sweeping routes. Offsite Sweeping positions itself as having established experience, adequate personnel, and comprehensive equipment resources to meet or exceed the department's capacity requirements for this significant municipal infrastructure maintenance contract.

CAPACITY PLANNING
Offsite Sweeping currently employs 52 people who are involved with the sweeping aspect of our business in addition to another 23 employees who participate daily in our construction contracting business. Having a pool of 75 employees (36 with CDL’s) to draw from allows us to always have back-up plans in place to service our highest priority clients. Servicing this contract in Metro Phoenix has been Offsite Sweeping’s highest priority for the past 10 years, and if awarded again, it will remain our highest priority for the duration of the contract.
Our employee distribution quantities are as follows:
o Repair Shop staff: 10 people. 3 with CDL’s.
o Yard/Washout staff: 5 people. 1 with CDL.
o Construction Sweeping and Water Truck Service: 18 people. 13 with CDL’s.
o ADOT Team: 15 people. 15 with CDL’s o Underground Utility/SWPP Team: 23 people. 4 with CDL’s.
o Office Staff: 4 people. 0 with CDL’s
Within the list above, there are several staff members not assigned to the ADOT team who are trained, willing, and able to change teams to the ADOT team when needed to assist with completing the tasks for our highest priority client. This allows us the ability to take the necessary time to hire and train additional staff for the ADOT team when needed.
Regarding necessary equipment to accomplish the tasks to fulfill the contract obligations, the list shown in document #4 includes 16 sweepers we currently own along with 3 sweepers we intend to purchase upon award. (We already have a commitment from the Mesa, Arizona based manufacturer Nescon that they will accelerate production for us and produce the equipment within 30 days of order. We currently have a hold for release order with them, eagerly awaiting the results of this proposal. Without

additional sweepers, we already have the ability to use existing equipment to complete the contract but are anticipating adding to our fleet with new equipment to increase performance and capacity. We have 9 trucks outfitted for large debris collection and are always adding to those as needed. Our current fleet of large debris collection vehicles is more than sufficient to complete the routes every shift. Upon award, we will be looking to put two large debris trucks back into service to strengthen our offering. We tow the Gregory TTMA-100 & TTMA-200 attenuator trailers behind our equipment to satisfy the requirement for crash protection. We have trailers with arrow boards, and without arrow boards. When a trailer does not have an arrow board, the arrow board is mounted to the truck towing the trailer. We have 12 of these trailers within our fleet and are often repairing or replacing them after they are involved in life saving collisions. If awarded, and the department has the budget to accomplish full secondary sweeping routes in addition to the mandatory primary routes, we will add more attenuator trailers to our equipment fleet in order to satisfy all of the miles needed to fulfill both primary and secondary sweeping routes. Our supervisor has a pickup truck outfitted with tools and items that may be necessary to assist operators while monitoring the routes, and our 24-hour shop has multiple service trucks including a newly purchased Isuzu NPR truck with a utility bed that is essentially a repair shop on wheels. We use our forklifts and Gannon tractors at our facility to connect and disconnect the trailers, and to assist with disposing of the debris collected each shift.
It is our belief that we have the proper equipment, experience, and personal to meet and exceed the capacity expectations of the department if awarded this contract.
