About this file
This is a Contract Closeout specification document (Section 01 70 00) applicable to the 2026 Bristol Borough CDBG Curb Ramp Program in Pennsylvania, which involves the design and construction of ADA/PennDOT compliant curb ramps with associated sidewalks, curbing, and sign relocation/installation. The specification establishes mandatory closeout procedures that contractors must follow upon project completion, including final cleaning, equipment adjusting, and submission of project record documents. Key closeout deliverables include written certification of work completion, final inspection punchlist completion, final application for payment, final completion photographs, outstanding inspection reports, material testing reports, and CS-4401 forms. Contractors must maintain on-site record documents throughout construction, including marked-up drawings, specifications, shop drawings, addenda, and change orders that accurately reflect all actual installations, substitutions, field changes, and measured locations of utilities and foundations.
The closeout specification requires contractors to submit comprehensive documentation prior to final payment, including payroll certification forms (for contracts exceeding $25,000), waivers of liens from all subcontractors and suppliers, maintenance bonds, any outstanding change orders, applicable liquid fuels and PennDOT compliance certifications, and test or sample results. Final payment is contingent upon final completion and acceptance of all work, completion of the punchlist, and submission of all required record documents to the Owner's Engineer. The specification mandates that all work comply with PennDOT Publication 408 and Borough Standards, with final cleaning including removal of temporary labels, debris, construction facilities, and waste materials from the site, as well as cleaning and adjustment of all operating equipment and fixtures to ensure proper functionality prior to project acceptance.
