About this file
This is a Measurement and Payment specification document for Bristol Borough, Pennsylvania's 2026 CDBG Curb Ramp Program, establishing the methodology and criteria for compensating contractors for work performed under a unit price payment method. The primary service requested is the design and construction of ADA/PennDOT compliant curb ramps at multiple intersections within Bristol Borough, with each curb ramp constituting a discrete bid item for measurement and payment purposes. The scope encompasses the design, construction, material testing, and construction observation of curb ramps constructed with 4 inches of PennDOT 2A stone over prepared subgrade and 4 inches of 3,000 PSI Class A air-entrained concrete, along with ADA/PennDOT compliant truncated domes. Additional work includes removal of existing sidewalks and curb ramps, fine grading of stone bases, installation of replacement sidewalk and curbing, restoration of existing features, and application of cure and seal materials. All work must comply with PennDOT Publication 408, Section 676; PennDOT Publication 72, RC-67; and Borough Standards. Contractors are responsible for engaging third-party testing agencies for material testing and construction observation, conducting concrete testing per PennDOT standards for every 10 cubic yards placed, providing construction layout and photography at pre-construction, formwork installation, and post-construction stages, and submitting completed CS-4401 forms and as-built plans signed and sealed by a Pennsylvania-licensed Professional Engineer. An 18-month maintenance period is required, during which the Borough may require replacement of ramps due to ponding or drainage issues.
All incidental costs including mobilization, demobilization, maintenance and protection of traffic, roadway restoration, lawn restoration, sign relocation, audio-videotaping, concrete washouts, and line striping are incorporated into the unit price for each curb ramp with no separate payment authorized for these items. Roadway restoration must occur within seven days of the final concrete pour and consist of Class A concrete with 1.5 inches of Superpave Wearing Course PG 64-22 mix, with infrared patching required if cuts exceed one foot from the concrete curb. Lawn restoration must be completed within seven working days of the final concrete pour and include minimum 4 inches of topsoil followed by seeding and mulching, with all graded areas sloped no steeper than 3:1. The contract is funded through the Community Development Block Grant (CDBG) program, which imposes federal labor standards and compliance requirements including Davis-Bacon wage rates. Contractors must submit performance and payment bonds, Contractor Responsibility Certification, insurance certificates, and non-collusion affidavits. Cold weather concrete placement is restricted in accordance with PennDOT Publication 408, Section 501.3(b), and any work not meeting applicable criteria must be replaced at the Contractor's expense, with the Owner retaining the right to reject excessive use of Technically Infeasible (TIF) determinations.
