About this file
This is a Quality Control specification document for the 2026 Bristol Borough CDBG Curb Ramp Program, a comprehensive infrastructure improvement project in Bristol Borough, Pennsylvania, focused on designing and constructing ADA/PennDOT compliant curb ramps. The specification establishes mandatory quality assurance and control procedures covering installation monitoring, tolerance management, reference standards compliance, mock-up testing, testing laboratory services, observation services, and manufacturers' field services. The contractor must comply with manufacturers' instructions and specified standards while maintaining strict tolerance control during fabrication and installation. All work must be performed by qualified personnel, and contractors are required to furnish duplicate certified copies of mill, shop, and factory tests to the Owner's Engineer. Daily construction observation reports including photographs, material testing reports, and quantities must be submitted throughout all phases of construction, including demolition, grading, formwork, concrete placement, and final restoration. The contractor bears full responsibility for all testing and laboratory services costs as specified in individual specification sections.
The Quality Control section establishes that testing and observation services do not relieve the contractor of responsibility for performing work to contract requirements, and any retesting required due to non-conformance must be performed by the same independent testing firm under Owner's Engineer direction. Substrate examination and preparation are mandatory before applying new materials, including cleaning, sealing cracks, and applying manufacturer-required primers or conditioners. The specification requires that contractors verify existing site conditions and substrate capabilities, confirm utility service availability and characteristics, and comply with all reference standards current as of the bid date. Mock-ups, when accepted by the Owner's Engineer and specified for removal, must be cleared from the site when directed. The document references related sections including General Conditions, Supplementary Conditions, Submittals, Material and Equipment requirements, and other technical specifications to ensure comprehensive project compliance with federal CDBG funding requirements and local standards.

1.03 QUALITY ASSURANCE-CONTROL OF INSTALLATION
A. Monitor quality control over suppliers, manufacturers, Products, services, site conditions, and workmanship, to produce Work of specified quality.
B. Comply fully with manufacturers' instructions, including each step-in sequence.
C. Should manufacturers' instructions conflict with Contract Documents, request clarification from Owner’s Engineer before proceeding.
D. Comply with specified standards as minimum quality for the Work except when more stringent tolerances, codes, or specified requirements indicate higher standards or more precise workmanship.
E. Perform Work by persons qualified to produce required and specified quality.
F. Verify that field measurements are as indicated on shop drawings or as instructed by the manufacturer.
G. Secure Products in place with positive anchorage devices designed and sized to withstand stresses, vibration, physical distortion or disfigurement.
1.04 TOLERANCES
A. Monitor fabrication and installation tolerance control of Products to produce acceptable Work.
Do not permit tolerances to accumulate.
01 40 00-2
B. Comply with manufacturers’ tolerances. Should manufacturers’ tolerances conflict with Contract Documents, request clarification from Engineer before proceeding.
C. Adjust Products to appropriate dimensions; position before securing Products in place.
1.05 REFERENCES AND STANDARDS
A. For Products or workmanship specified by association, trade or other consensus standards, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes.
B. Conform to reference standard by date of issue current on date for receiving bids, except where a specific date is established by code.
C. Obtain copies of standards where required by Product specification sections.
D. Should specified reference standard conflict with Contract Documents, request clarification from Owner’s Engineer before proceeding.
E. Neither the contractual relationships, duties, or responsibilities of the parties in Contract nor those of Owner’s Engineer shall be altered from the Contract Documents by mention or inference otherwise in any reference document.
1.06 MOCK-UP
A. Tests will be performed under provisions identified in this section and identified in the respective Product specification sections.
B. Assemble and erect specified items with specified attachment and anchorage devices, flashings, seals, and finishes.
C. Accepted mock-ups shall be a comparison standard for the remaining Work.
D. Where mock-up has been accepted by Owner’s Engineer and is specified in Product specification sections to be removed; remove mock-up and clear area when directed to do so.
1.07 TESTING LABORATORY SERVICES
A. Contractor shall furnish to Owner’s Engineer duplicate certified copies of all routine tests made by the mill, shop or factory at which material or equipment is fabricated or manufactured for the Work when so specified in individual specification sections.
B. An independent firm will perform tests and other services.
C. Testing and source quality control may occur on or off the Project site. Perform off-site testing as required by Owner’s Engineer.
D. Reports will be submitted by the independent firm to Owner’s Engineer, in duplicate, indicating observations and results of tests and indicating compliance or non-compliance with Contract Documents.
E. Cooperate with independent firm; furnish samples of materials, design mix, equipment, tools, storage, safe access and assistance by incidental labor as requested.
1. Notify Owner’s Engineer and independent firm 24 hours prior to expected time for operations requiring services.
2. Make arrangements with independent firm and pay for additional samples and tests required for Contractor's use.
F. Testing does not relieve Contractor to perform Work to contract requirements.
G. Retesting required because of non-conformance to specified requirements shall be performed
01 40 00-3 by the same independent firm on instructions by Owner’s Engineer.
H. Contractor shall pay for all testing and laboratory services and/or test reports as are required in individual specification sections.
