About this file
This is a Material and Equipment specification document (Section 01 60 00) for the 2026 Bristol Borough CDBG Curb Ramp Program in Pennsylvania. The specification establishes requirements for all products, materials, and equipment used in the construction of ADA/PennDOT compliant curb ramps, sidewalks, curbing, and sign relocation/installation within Bristol Borough. The project encompasses one base bid and alternate bids, with all design, materials, labor, and equipment required to comply with PennDOT Publication 408 and Borough Standards. The specification requires contractors to transport, handle, store, and protect all materials in accordance with manufacturers' instructions, with particular attention to inspection upon receipt, proper storage conditions for sensitive products, and prevention of damage or deterioration during site storage.
The specification addresses product options and substitutions, permitting substitutions only when products become unavailable through no fault of the contractor or when products are specified by reference standards or description. Contractors proposing substitutions must submit three copies of requests with supporting documentation including shop drawings, product data, and certified test results, with the burden of proof on the proposer to demonstrate equivalence to specified products. The specification prohibits the use of materials and equipment removed from existing premises except as specifically permitted in the contract documents and requires interchangeable components from the same manufacturer when replacing existing components. The Owner's Engineer reserves the right to require contractors to use equipment from listed manufacturers for items specified by manufacturer on the bid form, and substitutions will not be considered if indicated on shop drawings or if acceptance requires revision to contract documents. The project involves federal CDBG funding, which introduces Davis-Bacon wage rate requirements, performance and payment bond requirements, and additional federal labor standard provisions.
