About this file
This is a specification document for Construction Facilities and Temporary Controls (Section 01 50 00) for the 2026 Bristol Borough CDBG Curb Ramp Program in Bucks County, Pennsylvania. The specification outlines the contractor's responsibilities for managing temporary facilities and controls throughout the construction phase of ADA/PennDOT-compliant curb ramp improvements. The work includes providing temporary utilities (electricity, lighting, heat, ventilation, communications, water, and sanitary facilities), implementing temporary controls (barriers, enclosures, fencing, dust control, and water management), and establishing construction facilities (access roads, parking, progress cleaning, project signage, and temporary buildings). The contractor must maintain site security, perform daily waste removal, protect installed work and existing facilities from damage, and implement dust control measures as directed by the Owner's Engineer at no additional cost to the Owner. Upon project completion, the contractor must remove all temporary facilities, clean the site, and restore any damaged areas to their original or specified condition.
The specification places full responsibility and cost for temporary utilities, sanitary facilities, barriers, fencing, water control, and dust management on the contractor. The contractor must provide a 6-foot-high fence with gated access around the construction site and must maintain excavations free of water through pumping equipment and proper site grading. All temporary electricity must be provided and paid for by the contractor from the utility source. Progress cleaning must be performed daily with waste materials removed off-site using closed chutes terminating into lidded containers. The project involves federal CDBG funding, which subjects the work to Davis-Bacon wage rates and additional federal labor standards compliance requirements. No additional compensation is provided for dust control measures implemented at the Owner Engineer's discretion, establishing dust control as a baseline contractor obligation rather than a billable service.
