Describe knowledge and experience in acquisition services to include inspections, bids, offers, negotiations, condemnation, etc. See SOW section 4.1 and 4.3.
Greg Wittenburg has extensive experience in all aspects of the acquisition of property for public roadway projects. Many of those projects, such as interchange or intersection improvements, were completed in-house during his employment with the Idaho Department of Transportation (ITD). He negotiated with property owners to obtain the needed fee and easement areas for the projects. Mr. Wittenburg also worked on projects acquiring property for early acquisition for Federal Aid and State or locally funded projects. As a project lead, Mr. Wittenburg would be involved with difficult negotiations that had either stalled or had been referred to the ITD legal for condemnation. He worked with the property owner to avoid litigation if possible. Mr. Wittenburg also worked closely with ITD legal staff and deputy attorneys general to resolve issues prior to mediation with property owners.

Describe knowledge and experience in relocation advisory services to include calculating entitlements and replacement housing benefits, bids, notices, inspections, appeals, etc. See SOW section 4.2 and 4.3.
Mr. Wittenburg was responsible for overseeing contracted relocation experts on his projects. He has a practical understanding of relocation and will be able to quickly learn the intricacies of the process.
3.
Describe knowledge and experience with government entities, preferably DOTs.
Mr. Wittenburg spent the last seven years working for the ITD. As a senior right of way agent, he was responsible for overseeing the planning and execution of right of way acquisition and management for large-scale transportation projects, ensuring compliance with legal and regulatory standards while negotiating property agreements aligned with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, to meet critical milestones. He led the development and implementation of centralized electronic document processing systems in Project Wise, streamlining workflows and enhancing collaboration between district staff and consultants. He drove project timelines and deliverables, reducing durations from three years to 18 months and achieving significant cost savings. He collaborated with multidisciplinary teams, including engineers, consultants, and regulatory agencies, to address complex challenges, resolve bottlenecks, and ensure successful project outcomes. He represented the ITD in public forums to foster transparency, address stakeholder concerns, and strengthen community relationships, earning recognition for innovative solutions and on-time delivery of high-impact transportation initiatives.

SH-55: Pear Lane to Farmway Road, Nampa, Idaho

2022–2025
Brief description of project, your role, and record of performance
The State Highway 55 (SH-55) project Phase 1 designed improvements to increase safety and traffic flow, and consisted of widening a 5-mile corridor from Middleton Road to Farmway Road. The project impacted 183 parcels, resulting in 28 relocations. As the ITD senior project lead, Mr. Wittenburg was involved in the early process, project design, public outreach meetings, and personal parcel owner meetings prior to final design. Due to the size, scope, and timeline, the ITD hired an outside, full-service company, and Mr. Wittenburg was put in charge of project timelines, project consultants, and public concerns. The ITD was able to accelerate the acquisition timeline from three years to 18 months, delivering State tax payers a significant cost savings and an accelerated project start date.

Brief description of project, your role, and record of performance
SH-16 is the first new north–south highway in the Treasure Valley in nearly two decades and will be a limited-access highway, adding five new interchanges, including one at Interstate 84 (I-84). The nearly 12-mile project was split amongst three ITD right of way project leads, each handling a 4-mile section. While the project construction was phased, once final design plans were complete, the acquisition process began. Mr. Wittenburg quickly addressed and resolved design or acquisition issues as they arose. He attended both public and property owner meetings, including in the field, to address design concerns such as irrigation issues. The acquisition team, ITD project leads, and district personnel were able to secure the properties needed within the first 16 months, allowing construction of the first 2.5 miles and three of the new interchanges to begin earlier than projected. The entire project is expected to be completed in late 2025 or early 2026.

2020–2024
Brief description of project, your role, and record of performance
Middleton Road to I-84 was a 5-mile segment of the greater design project to widen Chinden Boulevard. The project started in Eagle, Idaho, and the final segment was a new interchange in Caldwell, Idaho, at I-84. Originally a two-lane rural highway, the new configuration design was six lanes and involved new signalized intersections, a multiuse path on both sides of the road, and a center median, all of aimed to promote better traffic flow, pedestrian safety, and reduce the number of vehicle crashes at intersections. As the project lead, Mr. Wittenburg began work with preliminary public design meetings. Weekly meetings with the district design staff, negotiators, and consultants improved the efficiency of the acquisitions process, and the property owner’s overall satisfaction with the process. Of the 78 parcels affected, 3 were referred to ITD legal for condemnation; however, the ITD was able to come to agreements and avoid court action. Construction began in early 2022 and was completed in late 2024.

The Chinden Boulevard widening project added two additional travel lanes in each direction, upgrades to signalized intersections, and a center turn lane or raised median. Mr. Wittenburg was the assigned negotiator for this segment of the project. The project affected 52 parcels, mostly residential with a few commercial properties and no relocations. Mr. Wittenburg actively worked with property owners to understand the design impacts to their properties and other project-related subjects. He was responsible for hiring and working with the appraisers, preparing offer documents, and working with the title company to clear any liens prior to closing the transaction. Two parcel owners were referred to ITD legal for condemnation; both were resolved during mediation. Construction of the project was completed in late 2023.

This project involved the acquisition of six parcels under the 23 U.S. Code 108 (c) and (d), Early Acquisition of Real Property. While part of a larger project without the completion of the environmental approval, Mr. Wittenburg negotiated with the property owners for the full acquisition of those properties deemed necessary for the project at a later date. Of the six properties, Mr. Wittenburg successfully closed five acquisitions, leaving the last parcel to be acquired during acquisitions on the full project once final design is complete. All parcels were incorporated into a Federal aid project.
