SECTION 1
EXECUTIVE SUMMARY AND RECOMMENDATIONS
A. GENERAL
Lerch Bates Inc. was commissioned to review the elevator equipment for the OKC VA Medical Center Surgical Tower Expansion for four (4) existing traction elevators and a future two stop hydraulic elevator to be installed between the top two landings. The existing elevator equipment condition was evaluated to determine proper component replacement as well as a review of the previously approved and partially completed modernization efforts and the ongoing efforts. Existing building conditions in the elevator machine room, hoistway, and pit were also reviewed for Code compliance, which becomes incumbent with a modernization project.
B. MODERNIZATION OBJECTIVES
Initial evaluation of the building and the vertical transportation equipment establishes a set of criteria to consider when determining the objectives of the modernization effort. The following objectives should be considered by the client:
1. Improved system reliability.
2. Improved stopping accuracy and ride quality.
3. Improved door operation.
4. Sustainable maintenance management.
5. Compliance with current Fire Recall Requirements.
6. Compliance to the Americans with Disabilities Act.
7. Compliance with existing elevator and building Code requirements.
8. Improved aesthetics for building occupants and visitors.
C. CONCLUSION
The existing elevator equipment in the surgical tower was installed as a four-car group with gearless traction overhead machine configurations. The equipment was designed for use with ten (10) front openings and a cab capacity of #4000 per elevator. The rated car speed is designed at 500 feet per minute and the roping configuration is 2:1. All four elevators have two speed side opening doors with a surgical size interior to allow standard hospital beds to fit in the elevator. The machine room for the group currently houses two elevator controllers and gearless machines on the space that is designated for future use as the top landing once a modernization of all four units is complete. A second machine area exists on the top level with a raised machine deck which houses two gearless machines that have been refurbished and relocated to this area. The two new control cabinets are also mounted and in use. The new control equipment is manufactured by GAL Corporation and is the GALAXY microprocessor control platform with Magnatek DSD 412 drive control. These controls replace the relay based Montgomery control systems, which still exist for elevators P9 and P10.
Lerch Bates Project No. 0100029320 © 2018 Lerch Bates Inc. V10
Existing landings have two sub levels with eight levels above grade. The speed and capacity for these units should provide suitable service for this area once all four are operable and working in group dispatching operation.
The two stop hydraulic elevator material onsite intended to provide secondary access to the surgical suites on the top two landings. It is designed as a hydraulic unit with a twin post pit mounted jack assembly. The capacity is #12,000 and the car speed is rated at 100 feet per minute. The oversized design should accommodate surgical transport with related equipment. Occupied space below this future hoistway requires a secondary safety device to be installed with an overspeed governor and a safety plank. Both of the provisions appear to be present on the material that is onsite. The hydraulic pump unit, and the controller for this elevator are not onsite. We were advised in the process by American Elevator that these items were stored at their warehouse.
The four-car group is configured with medical emergency service devices on all hall landings (Code Blue operation). Existing signal fixtures are obsolete and dated. Planning for replacement should also include new hall and car fixtures as well as replacement of the multi-light hall position indicators at the Lobby level.
Note: Modernization of the elevator equipment will require upgrades to existing building for Code compliance within limitations of existing structure to ensure AHJ acceptability of the new installations. A summary of Code deviations noted during our site survey is included for review and discussion in Section 3.
D. RECOMMENDATIONS
We recommend completion of the two cars currently under modernization (P7 and P8), with an expected eight (8) weeks of remaining work to fully address adjustment and performance issues. Related work detailed in Section 3 must also be addressed for these two elevators, their related hoistways and machine room areas must be completed or projected for completion in order to turn the P7/P8 pair over to service now. Options exist for the Client to authorize work on P9/P10 immediately or to suspend this work until a later date. Grouping of the elevators and dispatching efficiencies will be affected if the two control platforms remain different. In either scenario, design and/or construction delays will exist for the top landing work that is required to finalize service to level 8.
The Hydraulic unit appears to be mostly present, between material onsite and material in the American Elevator shop. This should then make installation contingent upon completion of the hoistway for this elevator and provisions for a code compliant pit. Permanent power to elevator disconnects (main and cab lighting), construction of a code compliant machine room and completion of fire signaling system devices will also need to be completed in advance of inspection. The elevator contractor should have an approximate 6-8-week installation duration for the hydraulic elevator

SECTION 2
EXISTING EQUIPMENT REVIEW
A. GENERAL
During our survey and inventory, existing passenger elevator components were checked to determine overall condition and suitability for continued use. In addition, machine room, hoistway, and pit spaces were reviewed for compliance with current codes. This section reviews the results of our equipment survey. Please note that some equipment that is present onsite may not be suitable for use due to the storage conditions of the area, the time elapsed from date of order or due to failure that falls outside of the manufacturer’s warranty provisions.
B. EQUIPMENT DISPOSITION
The following provides details on the existing component condition and recommendations for replacement or reuse:
1. Controls
The existing Ultron/Miprom control on the four-car group is being replaced with new GAL Galaxy microprocessor controls. The legacy control on elevators P9 and P10 are still in service and utilized printed card rack technology and are likely subject to longer diagnostic times during equipment failures or performance deficiencies. The Galaxy product utilizes a tapeless positioning and levelling system (APS) with triangulated positioning. This control platform is considered non-proprietary and has an onboard user interface. The control platform should provide sustainable service for the group.
The current modernization vendor has replaced some board components due to failure on both P7 and P8 and will likely replace more for the P9 and P10 controllers when these are installed.
The Hydraulic unit will utilize a Motion Control Engineering 2000 series controller upon installation. This control platform is considered non-proprietary and has an onboard user interface.
2. Hoist Machine and Deflector Sheave
The existing General Electric gearless hoist machines are suitable for re-use and the two machines for P7 and P8 have had some extensive work done by a subcontractor including armature reconditioning and refurbishment of the field coils. The brakes require adjustment, but the brake coils have been replaced and should eliminate excessive brake setting noise. The deflector sheaves should be reviewed during the modernization for replacement of bearings that will potentially reduce hoistway noise and insure proper/even wear on the hoist ropes. Based on the current status of the units we were not able to run them on full speed conditions to inspect their performance.
Lerch Bates Project No. 0100029320 © 2018 Lerch Bates Inc. V10
3. Governor
The governor assembly is a life safety device and should be replaced as a matter of course with the modernization. New governors and governor ropes are present for elevators P7 and P8 and mounted/installed. The material for P9/P10 are present but have not been installed. The governor assembly for the Hydraulic elevator was not readily visible during the inventory.
4. Car Frame and Safety
The existing car frame is simply structural steel and should be reused. New roller guides have been installed for P7/P8 and appear to be suitable for use. The existing safety mechanism is a flexible guide clamp type safety and is suitable for reuse with some minor adjustment and/or refurbishment.
5. Platform
The existing platforms for the four-car group are suitable for reuse. The platform for the hydraulic elevator is no onsite, but American Elevator advises that it is stored in their warehouse.
6. Counterweight
The existing counterweight frame is suitable for reuse and has room for additional weights to be added as needed to achieve proper static balance loads for operation with the new variable voltage drive. The existing counterweight roller guides for P7 and P8 are new and in good condition.
7. Hoist Ropes
The hoist ropes are replaced on elevators P7 and P8, and are specified for replacement for elevators P9 and P10. No apparent issues exist and the material for P9/P10 are onsite and appear to be in good condition.
8. Car and Hoistway Door Equipment
The original MAC (Moline Accessories Company) door operators in place for the four car group were a standard in the industry as they were reliable and easy to maintain. They are being replaced with new MAC operators and related door equipment. The operators are mounted already for cars P7 and P8 and are in good working condition. The “closed loop” door control provides a variable speed drive that can adjust the door motor for potential stack affect. The “closed loop” control also improves passenger safety by its ability to adjust for door closing force.
Hoistway side door equipment has been replaced on elevators P7 and P8. This scope of work includes new door tracks, door rollers, reel closers, pick-ups, and interlocks.
Inventory shows most components to be onsite with some minor missing pieces.
The door protection device has been upgraded from a mechanical safety edge with photo-eyes to a full height door, non-contact, Microscan device.
Lerch Bates Project No. 0100029320 © 2018 Lerch Bates Inc. V10
The existing hoistway door panels and entrance frames are in good condition and can be reused. Consideration may be given to changing out the existing car doors if the cab interiors are upgraded. There are no visible hoistway entrance assemblies for the four car group on the future frames to be installed at the top landing.
The existing passenger elevator hoistway door sills are in good condition and will be cleaned and securely tightened and retained. Consideration may be given to changing out the existing car sills if the cab interiors are upgraded.
9. Cab Enclosure
The elevator cab interiors are original plastic laminate side walls and brushed stainless steel fronts. The fronts do show some wear. Options under the modernization include:
a. Reuse as is
b. Refinishing of the stainless steel fronts.
c. Replacement of the side wall panels.
d. Replacement of the entire cab with interior finishes to match the lobby.
10. Car and Hall Station Fixtures
The main and auxiliary car control stations and the dual riser of hall pushbutton stations will be replaced with new long-lasting LED registration buttons. Elevators P7 and P8 have new car stations installed but completed for use. The current panels and buttons for elevators P9 and P10 do not comply with the requirements of the Americans with Disabilities Act (ADA) for access by physically challenged or with the VA standards for passenger elevators. The hall stations and the hall lantern combination devices are being relocated in the existing positions but based on the previous equipment sizes there are some significant patching efforts that are required to complete the project. Some fire caulking may also be required during the patching process. Inventory of the hall stations for P9 and P10 show one missing intermediate hall station. New combination hall lantern and position indicators are present for all landings on P7/P8. Inventory of the combination units for P9/P10 show all to be present onsite.
The fixture manufacturer for the four car group and the manufacturer for the hydraulic unit are not the same.
11. Guide Rail Supports
Existing passenger elevator car and counterweight guide rails are in generally good condition and are suitable for reuse under any modernization program where speed and capacity are not changed. Because we are adding landings above the current service level, the new rails installed for P7 and P8 are present and match the lower sections. Rails for P9 and P10 are onsite and appear to be sufficient to meet the new travel requirements.
All retained rails and brackets should be cleaned with all fastenings tightened.
12. Traveling Cables and Hoistway Wiring
Existing traveling cables and hoistway wiring will be replaced as a result of the new controls and fixtures and were specified for replacement in the modernization documents.
New traveling cables should be provided with minimum 10% spare conductors and should
Lerch Bates Project No. 0100029320 © 2018 Lerch Bates Inc. V10 include a minimum of four (4) sets of twisted shielded pairs of communication wires to facilitate installation of new car controls and to provide sufficient spares to accommodate future devices if desired. The new travelling cables are currently onsite for all elevators and appear to be undamaged but were not verified for correct length.
13. Buffers and Pit Equipment
Existing passenger elevator car and counterweight buffers are in fair condition and will be reconditioned for reuse with some refurbishment and painting. This work has not been completed for any of the four elevator group.
The pit for the Hydraulic elevator is not currently visible as it is behind a wall enclosure and presumably will be addressed when the hoistway for this unit is constructed. Based on information relayed from the elevator contractor, the pit for the hydraulic elevator is constructed from sheetrock and wood framing. This method is not suitable for use on this application and provisions for a poured concrete pit should be made during the construction of the new levels.
14. Fire Command Panel
There is not an existing Fire Command Panel. Based on the travel above the primary landing, a new panel should be provided with floor indicators that match the existing floor nomenclature. We recommend replacement with a new panel with LED illumination.
15. Security Control Panel
There are some security provisions on the hall side fixtures of the four-car group, however it is not apparent that they are functional or necessary. Space provisions in the new car stations would allow mounting if a car side device is utilized in the future. There are no indications on the software type or version that is installed for the new Galaxy controls and if they can be configured directly with card access control.
16. Hydraulic Cylinder
The twin post cylinder for the hydraulic elevator appears to be in good condition with all necessary components required for installation. Couplings and elbows for the hydraulic piping and jack feeds are onsite, however the number required for installation will be contingent upon the position of the machine room space and the recommended manufacturers design.
Lerch Bates Project No. 0100029320 © 2018 Lerch Bates Inc. V10
17. Hydraulic Power Unit
The power unit was not on the jobsite, but American Elevator advises that it is stored offsite in their warehouse.
C. OPINION OF PROBABLE COSTS
Our opinion of probable costs for the elevator work alone, and does not include related items detailed in section 3:
• Four-Car modernization project- $345,000. This includes as allowance of $60,000 for parts related to the original scope of work that will be missing or require replacement due to storage considerations and misuse.
• Hydraulic elevator project - $115,000. This includes an allowance of $10,000 for parts related to the original scope of work that will be missing or require replacement due to storage considerations and misuse.

B. CONCLUSIONS
The building will require significant modifications for code compliance; both during the current modernization efforts for the four-car group and when the expansion work is started. We have multiple factors contributing to the process of completing the work and returning the elevators to service that require consideration:
• What will be the timing of the work done on the four-car group and when with the Client expect to return the two elevators currently under modernization to service?
• When will the remainder of the expansion work be complete?
• How many related items that are needed to complete the two elevators currently in modernization will be covered under the expansion project and how many will need to be priced separately in order to return the units to service? (This is affected by question one above)
• If the two units are returned to service, how long will the delay be between the modernization of the other two in the group?
• Will the Client allow the four car group to operate as a two car group, and if so, how long will this be an acceptable condition?
There are indications from the current modernization contractor that the elements noted above in the grid are not currently included in their contract. If this is the case, we may approach the date that the units can be tested to ANSI standards but fail to meet the code requirements detailed in order to return the units into service. There will also presumably be a delay in the process to be able to demolish the current lower level machine deck and replace it with a floor level/landing for the top service landing. This may also impact operation of the elevators for a significant period of time based on the proximity of the work to the elevator hoistways.
