PROPOSED SYSTEM

General Design Criteria

The objective of this project is to complete the construction of the OR and SICU at OKC

VAMC which was started in 2013. Existing spaces in earlier designs may be modified as part of this project and will require design engineers to review existing drawings and current (time of design) conditions and update them according to new backgrounds.

VA TASK ORDER NUMBER

635-456

VA101F-17-D-2913

36C10F20N0048

Design engineers shall use existing and newly installed panelboards available on site.

Multiple renovation projects have been designed and constructed in the span of idle time after the original construction was halted. Existing equipment intended to be incorporated up or downstream of this scope of work have potentially been altered. Design engineer and contractor to verify available capacities for use and design intent before resuming construction. New electrical panels shall be provided if available panels do not have capacity to support new loads.

Normal power supply to the OR and SICU shall be provided from existing and/or newly installed panelboards as listed in Table 1-1. Design engineers shall review record electrical drawings of “Renovation & Expansion of the Operation Suite” and “OKC VA

Medical Center 8TH Floor SICU Addition” projects.

Life Safety, Critical and Equipment branch power shall be served from essential panelboards listed in Table 1-2. Two (2) ATS’s are staged on the seventh floor in the future waiting room area. They are believed to be the original replacements for 300A

480/277V ATS-11 and 600A 480/277V ATS-12. The original ATS’s have since been replaced as part of another renovation project and are 400A and 600A respectively. A

1200A 480/277V Switchboard is staged in the same location, the intention for which is yet undetermined. Since much electrical equipment has already been installed by the previous contractor on the 7th and 8th floors, the design-build team shall verify and make necessary modifications to comply with the following requirements:

1) The NEC Article 517 and NFPA 99 require a Type 1 Essential Power System consist of three separate branches (life safety, critical, and equipment). NEC

Article 517.31(C)(1) identifies the requirement for physical separation of overcurrent protection devices (OPCD) serving automatic transfer switches.

This section requires life safety, critical, and equipment branch OPCDs to be in separate vertical enclosures, which increases the physical size requirement of

VA TASK ORDER NUMBER

635-456

VA101F-17-D-2913

36C10F20N0048 the electrical distribution, meaning distribution that could fit in one switchboard section becomes three separate sections.

2) For MC facilities and LSP facilities with MC utilities/systems redundancies, resiliency requirements must support continued operations for a minimum of

96 hours during and following an extreme event. For critical care building that provides service to OR and SICU suites, 100% standby power is required.

3) The design-build team shall investigate to ensure that the electrical rooms on both the 7th and 8th (especially Room 833 appear to be a bit small) are adequately sized to accommodate all the panels and transformers to support the OR and SICU suits.

4) The design-build team shall evaluate the Isolated Power Supply (IPS) in the

OR suites to meet VA standards. The Normal power and Critical branch of the

EES shall each be on its IPS.

5) The design-build team shall verify that each OR suite receptacle is connected to an IPS on a dedicated circuit in a dedicated homerun conduit, except for those receptacles mounted in the surgical booms or service columns, which may be wired two to a circuit. Multiwire circuits are prohibited.

Rough-ins for isolation panelboards intended for ORs appear to have been installed.

Design engineers shall coordinate with COR to verify whether isolation panelboards are in facility storage prior to finalizing redesign of ORs.

Provide lighting design according to new project backgrounds. Site investigations show rough-ins for lighting and controls provided according to record drawings. Some design modifications may be required. Design engineers shall coordinate with COR to use already procured exit light fixtures stored on site from previous design drawings only. All other lighting procured is fluorescent and does not meet VA design guidelines.

Figure-3-2: Images of Light fixture and other electrical device packages procured and stored on site.

For all other electrical devices already procured but are NOT in compliance with current

VA design guidelines and building codes, design engineers shall submit a letter of

Alarm initiating devices in new and renovated areas shall include addressable manual pull stations at all exits, true alarm type smoke detectors, true alarm type heat detectors in all hazardous areas not suitable for smoke detectors, true alarm type duct smoke detectors on supply and return of all new air-handling units, and addressable interface with all new or existing sprinkler flow/tamper switches (furnished under Division 23). Also provide magnetic door holders at doors located in smoke barrier walls, which release upon alarm.

Alarm notification appliances shall be combination electronic speaker/strobes as required to meet NFPA 72 requirements. Strobes must also meet ADA requirements. New fire alarm system shall be compliant with the VA Fire Protection Design Manual and NFPA

72.

NURSE CALL SYSTEM

OR Expansion & SICU Addition

A new nurse call system for the renovation and addition shall be provided by the VA preferred vendor and tied to the existing code blue system.
