About this file
This is a negotiation response letter from Tierra Right of Way Services, Ltd. to the Arizona Department of Transportation (ADOT) regarding the On Call Acquisition and Relocation Services contract (BPM006797). Dated June 3, 2025, the letter addresses three areas of clarification requested by ADOT in their May 29, 2025 correspondence. Tierra confirms the availability of key personnel, noting that Gregory Wittenburg is no longer employed by the company but all other listed team members remain available for the contract. The firm maintains its originally submitted hourly rates and has revised its price increase schedule to reflect 0% increase at the first renewal period, followed by 2% increases at each subsequent renewal period. Additionally, Tierra has withdrawn all exceptions previously listed in its proposal and confirmed acceptance of the original contract language.
The response demonstrates Tierra's commitment to addressing ADOT's concerns and proceeding with contract execution on the terms outlined in the negotiation process. As an on-call services contract for property acquisition and relocation support related to transportation projects, the agreement will provide ADOT with access to qualified professional services for managing complex property transactions and related government acquisition activities. No specific contract value, term length, or final award date is mentioned in this response document, as it represents an intermediate step in the procurement process rather than a final contract award.
