Headquarters Air Force Administrative Support Service for the Secretary of Defense Business Transformation Office (SAF/AM)
The Department of the Air Force Headquarters District Washington is seeking administrative support services for the Secretary of the Air Force Administration and Management (SAF/AM), Headquarters Air Force (HAF), and US Space Force (USSF) within the Pentagon. This Request for Information (RFI) aims to identify potential sources capable of providing professional administrative support services, including administrative acquisition support, clerical administrative support, and secretariat support. The government intends to establish a Blanket Purchase Agreement (BPA) with five vendors who can rapidly recruit and retain high-quality personnel, with the ability to provide staffing within 10 calendar days for standard orders or 3 calendar days for expedited orders. Evaluation criteria will focus on technical approach, staffing capabilities, personnel qualifications, and the ability to support senior executives including General Officers and Senior Executive Service members. Responses to this RFI are due by 3:00 PM EST on March 10, 2025, and must be submitted via email to the Contracting Specialist, Sheryl King. The opportunity is specifically set aside for Service-Disabled Veteran-Owned Small Businesses, with a focus on providing administrative support services primarily on-site at the Pentagon. The contract is structured as a 5-year Blanket Purchase Agreement using FAR Part 12 and Part 13 procedures, with vendors expected to establish pricing for various labor categories. While no specific award value is mentioned, the requirement involves creating a pool of vendors to support Air Force and Space Force staff within the National Capital Region. The government seeks contractors who can maintain a low employee turnover rate (20% or less) and quickly fill vacancies within 14 working days. Services will be performed primarily during core hours of 0800-1600, Monday through Friday, with potential for case-by-case telework arrangements. The ultimate goal is to establish a streamlined acquisition process for professional support services that can effectively support the operational needs of Air Force and Space Force headquarters staff.

Written questions about the opportunity must be submitted via email to Margaret Santos and Katrice Corbett, with responses to be posted on SAM.gov. The procurement is open to all businesses, with a particular emphasis on small business categories including 8(a), HUBZone, EDWOSB, WOSB, and SDVOSB firms. The anticipated contract structure is a Firm-Fixed Price model with a base year and four option years, designed to provide stability and continuity of services. While no specific award value was disclosed, the contract will cover administrative support services for five dedicated personnel, with potential for additional staffing. One position will require a TS/SCI clearance, indicating the sensitive nature of the work. Research Interests of the United States Air Force Academy (formerly USAFA-BAA-2021)
The USAFA invests in an active research program for three main reasons. First and foremost, research significantly enhances the cadet learning experience. Our research is done by, for and with cadets who work alongside fellow cadets and faculty mentors. Research provides cadets with rich independent learning opportunities as they tackle ill-defined problems and are challenged to apply their knowledge and abilities. Second, our research program provides opportunities essential for faculty development. Research broadens and deepens the experience base of the faculty. This infuses current, relevant, state-of-the-art and cutting-edge applications and examples into the curriculum. This also helps our faculty remain current in their respective fields. Third, at USAFA we strive to conduct research to enhance the ability of the Air Force to perform its mission. There are ongoing research projects spanning topics as diverse as super hypersonics, cyber security, spatial disorientation, athletic performance and homeland defense. This BAA offers a vehicle for research to be performed to satisfy these three objectives, while also meeting research needs of industry counterparts/serve a public purpose. USAFA's partnerships with non-Government firms enables development in the public arena, stimulating the studies in the greater technical community. All awards issued against this BAA must serve to benefit the objectives identified above.

Research Interests of the United States Air Force Academy
The USAFA invests in an active research program for three main reasons. First and foremost, research significantly enhances the cadet learning experience. Our research is done by, for and with cadets who work alongside fellow cadets and faculty mentors. Research provides cadets with rich independent learning opportunities as they tackle ill-defined problems and are challenged to apply their knowledge and abilities. Second, our research program provides opportunities for essential faculty development.

THIS PROJECT BUILDS ON THE PREVIOUS MLRCP PROJECT AND AIMS TO DEVELOP AN IMPROVED LASER THREAT DETECTOR USING A DIFFRACTIVE SENSOR. THE DIFFRACTIVE SENSOR AIMS TO UTILIZE KNOWABLE DIFFRACTION CHARACTERISTICS TO DISTINGUISH BETWEEN A MONOCHROME (I.E. LASER) AND BROADBAND SOURCES. THE PROJECT USES THE LASER-INJECTION CAMERA SYSTEM DEVELOPED IN THE PREVIOUS PROJECT BUT WILL MODIFY THE SENSOR WITH A DIFFRACTION GRATING. THEN WE WILL COLLECT SIGNATURE DATA FOR EXAMPLE LASERS AND A BROADBAND SOURCE. SIGNATURE DATA WILL BE USED BUILD MODELS FOR SYNTHETIC SIGNAL INJECTION OVERLAID ONTO REAL IMAGERY. THE DATA WILL ALSO BE ANALYZED TO SELECT AND QUANTIFY KEY FEATURES TO DETECT LASER THREATS AND, IN PARTICULAR, DISCRIMINATE FROM BROADBAND SOURCES LIKE LIGHTS AT NIGHT AND GLARE DURING THE DAY. NEXT, ENHANCED LASER THREAT DETECTOR ALGORITHMS WILL BE DEVELOPED AND TESTED USING SYNTHETIC SIGNALS INJECTED ONTO REAL IMAGERY. THE DETECTOR PERFORMANCE WILL BE VALIDATED ON REAL LASER SIGNALS INJECTED INTO THE SENSOR. FINALLY, WE WILL DEVELOP AND TEST GEOLOCATION ALGORITHMS USING FLIGHT DATA PROVIDED BY AFRL.

THE OBJECTIVE OF THIS RESEARCH IS TO DEVELOP AND STUDY EIDS DISTRIBUTIONS FROM 3D PRINTED TITANIUM MATERIAL THAT REFLECT REALISTIC REAL-WORLD STRUCTURAL APPLICATIONS. THE DETAILS THAT WILL BE INCORPORATED INCLUDE A FEATURE-BASED STRUCTURAL GEOMETRY SUCH AS A NOTCHED OR OPEN HOLE SPECIMEN AND LOADING SPECTRUM SUCH AS FALSTAFF. THE VARIABILITY IN EIDS WILL BE EXPLORED AS A FUNCTION OF PRINT ANGLE. AN UNDERSTANDING OF THE EFFECTS OF THE AS-PRINTED SURFACE ROUGHNESS WILL BE DEVELOPED. IT IS EXPECTED THAT THE NET RESULT WILL BE A MORE REPRESENTATIVE DEFINITION OF EIDS FOR 3D PRINTED PARTS AND A BETTER UNDERSTANDING OF THE RELATIONSHIP BETWEEN EIDS FOR COUPONS AND PARTS AND THE EFFECTS OF PRINT ANGLE AND SURFACE ROUGHNESS ON EIDS. A SENSITIVITY STUDY ON REPRESENTATIVE RISK ASSESSMENT ANALYSIS WILL BE CONDUCTED TO ASCERTAIN THE RELATIVE IMPORTANCE THE VARIOUS EIDS DISTRIBUTIONS VERSUS THE OTHER PROBLEM VARIABLES.
