About this opportunity
The Department of the Air Force, 316th Contracting Squadron, seeks preventative maintenance and inspection services for 24 Big Ass Fans industrial ceiling fans at Joint Base Andrews, Maryland, with quotations due September 21, 2026 at 12:00 p.m. EST. This is a 100% Total Small Business Set-Aside, with small business size standard of $12.5 million.
Place of performance is Joint Base Andrews, Maryland, across four hangars (Hangars 3, 4, 6, and 7). All technicians performing services must hold current, active "Factory-Certified" or "Factory-Trained" credentials directly from Big Ass Fans or an authorized partner network. The fan fleet comprises 24 units, including both Powerfoil x3.0 and x4.0 models, ranging from 15 to 25 feet in diameter, mounted at heights up to 55 feet. Contractor personnel require federal background check clearance for base access; personnel on the flight line must be continuously escorted by government representatives.
The Government intends to award a firm-fixed-price contract consisting of one 12-month base period and four 12-month option periods, commencing September 25, 2026, for a total contract period through September 24, 2033. Annual maintenance must include inspection and service of all fan components, torque verification of mounting hardware, oil level checks, safety cable inspections, electrical connection verification, variable frequency drive diagnostics, and clearing of debris. Contractors must furnish all labor, supervision, tools, specialized equipment including a minimum 60-foot articulating boom lift (scissor lifts prohibited), and materials; replacement parts are provided under OEM warranty, with the contractor quoting labor only. Completion reports with recommendations for service life extension must be submitted within five business days of each service cycle. Work must be performed Monday through Friday, 7:00 a.m. to 4:30 p.m., during normal 8-hour, 5-day workweeks.
NAICS code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance); PSC code is J041. Evaluation follows Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability determined on a pass/fail basis against factory certification requirements. Pricing is subject to Service Contract Labor Standards Wage Determination No. 2015-4281 (effective August 22, 2026), which establishes prevailing wage rates and fringe benefits for service contracts in the region. Quotations must remain valid for 90 days from the solicitation closing date and be submitted in two volumes: Volume I (Technical Capability, maximum one page demonstrating factory credentials) and Volume II (Quotation Pricing Table for base and all four option periods).
