Notice text

THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY. This is not a solicitation, request for quotation, or commitment by the Government to issue a solicitation or award a contract. The Government will not pay for information submitted or reimburse respondents for costs incurred in responding to this notice.

The Government is seeking information from capable sources regarding a commercially available, cloud-hosted software service to support food and beverage inventory management, purchasing, recipe and menu cost calculation, billing support, reporting, mobile barcode scanning, user training, system transition, and technical support for Government flight operations at Joint Base Andrews and authorized remote users. The anticipated requirement is further described in the attached draft Performance Work Statement.

The Government is conducting market research to identify capable small and other-than-small business concerns, assess commercial practices and available contract vehicles, refine the requirement, and develop the acquisition strategy. No final set-aside determination has been made. Interested respondents should identify their business size and applicable socioeconomic status under the anticipated North American Industry Classification System code 513210, Software Publishers, subject to final Government determination.

Interested firms shall submit a concise capability statement, not to exceed five pages, addressing their ability to meet the attached draft Performance Work Statement. Responses should include:

  1. Company name, address, point of contact, email address, telephone number, Unique Entity Identifier, and Commercial and Government Entity code, if available;

  2. Business size and socioeconomic status;

  3. Relevant experience providing comparable cloud-based inventory, purchasing, costing, billing, mobile scanning, training, transition, and support services;

  4. Up to three relevant prior or current contracts, including customer name, contract number, brief scope, period of performance, and point of contact, if release is authorized;

  5. Licensing approach, including named-user, concurrent-user, mobile-user, site, or enterprise licensing limitations;

  6. Capability to provide transition, configuration, account setup, data import or migration support, training, and technical support;

  7. Any assumptions, commercial limitations, third-party dependencies, or draft-PWS requirements that may materially affect capability, schedule, or pricing;

  8. Available Government contract vehicles through which the respondent’s solution may be ordered, including vehicle name, contract number, applicable category or special item number, and ordering eligibility; and

  9. For proposed teaming or subcontracting arrangements, the anticipated division of work between the prime contractor and team members, including the estimated percentage of effort to be subcontracted and the business size of proposed subcontractors.

The Government will use the information received to identify capable sources, assess small-business capability, evaluate available contract vehicles, refine the draft requirement, and determine the appropriate acquisition strategy. Telephone responses will not be accepted. Submit responses electronically to raffaele.simpson.ctr@us.af.mil and antoine.toran.1@us.af.mil no later than time response date/time indicated via SAM sources sought posting.

Interested parties shall review Attachment(s): Draft Performance Work Statement, and Sources-Sought Industry Response Template and PWS Feedback Questionnaire. The questionnaire requests capability information, commercial licensing and support practices, transition assumptions, available contract vehicles, nonbinding budgetary pricing, and recommended PWS revisions or clarification. Respondents should identify the applicable draft-PWS paragraph for any comment, ambiguity, commercial limitation, or suggested alternative approach. The Government may use responses to refine the requirement, validate the Independent Government Estimate, assess available sources and contract vehicles, and determine the acquisition strategy. The Government is not obligated to respond individually to comments or questions submitted under this notice.
