About this opportunity
The Department of the Air Force Headquarters District Washington seeks to establish a five-year Blanket Purchase Agreement for flight attendant uniforms, with responses due September 25, 2026 at 6:00 PM EDT. The procurement is set aside 100% for small businesses, with a NAICS size standard of 750 employees under NAICS 315250.
Place of performance is Joint Base Andrews, Maryland. The Government procures 69 uniform line items in various sizes and quantities for both male and female flight attendants, including blazers, suit vests, slacks, shirts, sweaters, dresses, and accessories. The uniform transition from blue to black reflects updates to DAFI 36-2903.
Technical requirements mandate all garments be procured from outside China, feature 4-way stretch material (or 2-way if unavailable), and ideally comprise 55% Nylon, 20% Polyester, and 5% Spandex. All suit components must be black; all shirts white. Men's uniforms per attendant include 2 blazers, 2 vests, 5 black flat-front pants, 5 white shirts, 1 black or navy crew neck sweater, and an outercoat. Women's uniforms include 2 blazers, 1 vest, 3 black pants, 4 white shirts, 2 conservative midi-length black dresses, 1 black crew neck sweater, and an identically specified outercoat. All garments must be machine washable and dryable with tailored fit per DAFI 36-2903 Class B standards. Vendors must provide warranty coverage for seam failures and material defects with free replacement, ideally maintain a physical retail location for sizing and exchanges, and agree to quality assurance testing during actual flight operations.
This is a Request for Quotation (RFQ) for commercial items under FAR Subpart 12.2; no separate written solicitation will issue. Offerors must submit physical samples of each garment, complete contractor identification, active SAM.gov registration with no exclusions, and pricing via Attachments 2 (entire BPA period) and 3 (initial order). Quotes must remain valid for 90 days. Evaluation considers price, technical acceptability against specifications in Attachment 1, and estimated delivery date. Award goes to the responsible offeror whose quote is most advantageous. A signed contract must be returned within 48 hours of receipt or the Government reserves right to award to the next technically acceptable offeror. Submit quotations to Contract Specialists Ryan Lujan and Fabiola Joseph and Contracting Officer Heather L. Roe via email.

Update #1 ·
The 89th Operations Group (OG) is looking to establish a new Blanket Purchase Agreement for flight attendant uniform items for the next five years. There were changes to the flight attendant uniform regulations, DAFI 36-2903, changing the uniform from blue to black and now need to purchase new uniforms to avoid mismatching. While the uniforms will be used by military personnel, this requirement is not unique to the military as the uniforms are purchased by commercial companies and civilians. There is a total of 69 different uniform items needed for this year, for both male and female flight attendants. The items consist of aprons, dresses, blazers, vests, blouses, shirts, skirt, belts, overcoats, cardigans, slacks, nametag, ties, scarves, pearls, tie clasp/tie rack, utility shirt "polo", chefs coat, and shoes. Each item will need to be for different sizes and quantity for each year.
Please review the 89OGUniformBPAcombo-FINAL and Attachments 1 - Salient Characteristics Sheet FA Uniform Final for more detailed information and fill out Attachments 2 - Price List and 3 - Price List for Initial Order.
Responses will be due September 25, 2026.
