About this opportunity

Department of the Air Force Headquarters District Washington intends to solicit a total small business set-aside IDIQ contract for liquid and solid airfield pavement deicers for Joint Base Andrews, Maryland, with a response deadline of October 8, 2026. The contract establishes a 5-year ordering period with delivery orders issued on an as-needed basis. The contractor must supply potassium acetate-based liquid deicer (SAE AMS 1435, approximately 50% active solution by weight) and sodium acetate-based solid deicer in pellet or granule form (SAE AMS 1431). All materials must be FAA-approved per Advisory Circular 150/5200-30, manufactured or substantially transformed in a Trade Agreements Act-designated country, and certified to prevent catalytic oxidation on aircraft brakes while protecting airfield infrastructure and maintaining low electrical conductivity. The contract includes three delivery tiers with maximum lead times: Standard Delivery (336 hours), Rushed Freight Delivery (192 hours), and Expedited Emergency Delivery (48 hours or less). Standard and Rushed deliveries require Full Truckload increments; Expedited delivery allows partial truckloads. All shipments are F.O.B. Joint Base Andrews, Maryland (5026 Virginia Ave, Joint Base Andrews, MD 20762), with the contractor coordinating 24 hours prior and offloading liquid deicer from tankers into Government tanks. Pricing is structured under five CLINs: fixed unit prices per gallon for liquid deicer and per pound for solid deicer, plus flat-rate shipping charges by delivery tier. A Certificate of Analysis demonstrating SAE compliance must accompany every shipment.
