Key deliverables include detailed verification services for various entities such as property managers, automobile dealers, and lenders, with a complex two-phase evaluation process. The evaluation will utilize a 750-point scoring system, with 500 points allocated to technical capabilities (including implementation approach, IT/security, service delivery, and qualifications) and 250 points for pricing. Critical dates include a non-mandatory pre-offer conference on May 6, 2025, written inquiries due by May 15, 2025, and proposal submissions due by May 29, 2025 at 2:00 pm local time. Proposers must comply with extensive federal certifications, including FTA requirements, and demonstrate robust capabilities in handling sensitive employment and income verification information.
The solicitation does not explicitly indicate specific set-aside designations, but the documents reference federal guidelines for disadvantaged business enterprise (DBE) participation and nondiscrimination requirements. Potential bidders must navigate complex compliance requirements, including provisions from the Fair Credit Reporting Act, Federal Transit Administration certifications, and sensitive security information protocols. While specific budget ranges are not directly stated, the RFP requires detailed pricing proposals with specific fee structures for implementation, transaction fees, and verification request charges. The contract will be processed through the City's OpenGov e-Procurement Portal, with technical support available via email and an online support bubble. Proposers must demonstrate sophisticated technological capabilities, robust security measures, and the ability to handle sensitive employment and income verification processes across multiple verification channels. The contract includes strict confidentiality, data protection, and security requirements, suggesting a sophisticated and technically complex procurement opportunity with significant compliance and operational expectations.
