About this opportunity
Brevard County is requesting sealed bids for the Sykes Creek Phase II Muck Removal Project (B-8-26-36), a hydraulic dredging and muck disposal contract with bids due August 21, 2026 at 9:00 a.m. and a mandatory pre-bid meeting on July 16, 2026 at 10:00 a.m. at Kiwanis Island Park in Merritt Island.
The base bid encompasses approximately 223,600 cubic yards of muck removal from Zones 3A-North and 3B-South in Sykes Creek, with four optional zones totaling approximately 128,800 additional cubic yards. The contractor must furnish all labor, materials, tools, equipment, and trucking to perform hydraulic dredging, design and implement a dewatering facility at the Nandivada Dredge Material Management Area, and secure permanent upland disposal locations. Work is divided into three Notice to Proceed phases: permit modification and site preparation (30 days), DMMA preparation and mobilization (30 days), and dredging construction (1,400 calendar days to substantial completion, 1,460 days to final completion). Operations are restricted to Monday–Friday 7:00 a.m.–6:00 p.m. and Saturday 8:00 a.m.–5:00 p.m.
The contractor must submit a signed and sealed preliminary DMMA design prepared by a Florida-licensed professional engineer with the bid. Comprehensive federal and state environmental permits authorize the work: USACE Nationwide Permit 27, FDEP Environmental Resource Permits (Modification 331649-005-EM extending completion to September 9, 2029), and conditions including manatee protection requiring two to three dedicated observers, sea turtle and smalltooth sawfish protection, turbidity monitoring, and seagrass buffer setbacks of minimum 15 feet. Contractors must develop a final dredge pipeline route maintaining 15-foot setbacks from seagrass and vegetated shorelines, with all costs included in bid prices. Construction begins only after receiving all environmental permits and modifications.
The contract requires a public construction bond at 100 percent of contract price within five days of award and bid security at 5 percent of proposed amount. General liability insurance of $1 million per occurrence, workers' compensation, auto liability of $1 million combined single limit, and pollution liability of $1 million are mandated. Contractors must comply with E-Verify, Build America Buy America Act (BABAA), foreign influence disclosures for contracts exceeding $100,000, scrutinized company certifications, and anti-human trafficking affidavits. Award goes to the lowest responsive and responsible bidder based on total bid including all optional zones. Liquidated damages apply per Florida Department of Transportation Standard Specifications for Road and Bridge Construction (FY2024-25), Section 8-10.2. Addendum 1 (issued July 23) clarified that contractors must estimate bulking factors in unit prices with no post-excavation payment adjustments, conduct pre-construction surveys extending 100 feet beyond disturbance limits, and independently secure permanent disposal sites (County-identified sites through RFP-8-26-01 are not guaranteed). Contract terms, including potential fuel escalation, may be negotiated after lowest responsible bidder determination.
