About this file

This is a revised price sheet bid form for the Sykes Creek Phase II Muck Removal Project (B-8-26-36) issued by Brevard County, Florida. The project requires sealed bids for hydraulic dredging and muck disposal services, with bids due August 21, 2026 at 9:00 a.m. and a mandatory pre-bid meeting scheduled for July 16, 2026 at 10:00 a.m. at Kiwanis Island Park in Merritt Island. The base bid encompasses muck removal of approximately 225,600 cubic yards from Zones 3A-North and 3B-South, with four optional dredging zones ranging from 17,200 to 38,800 cubic yards each. The contractor must furnish all labor, materials, equipment, permits, and fees to complete the project, including engineering design and permitting, temporary utilities construction, dredged material management area (DMMA) construction and restoration, environmental protection and monitoring, dewatering and treatment, and permanent disposal of excavated material. Work is phased with approximately 1,400 calendar days to substantial completion and 1,460 days to final completion, with operations restricted to Monday-Friday 7:00 a.m.-6:00 p.m. and Saturday 8:00 a.m.-5:00 p.m.

All bid items are lump-sum (LS) or unit price arrangements with estimated quantities provided. The contractor must include full compensation in unit prices for mobilization, demobilization, surveys, quality control testing, turbidity and water quality testing, environmental species monitoring, and as-built documentation. Pricing shall account for bulking factors with no post-excavation payment adjustments. The contractor is responsible for independently securing permanent upland disposal sites, as County-identified sites are not guaranteed. A public construction bond at 100 percent of contract price and bid security at 5 percent of the proposed amount are required within five days of award. General liability insurance of $1 million per occurrence, workers' compensation, auto liability of $1 million combined single limit, and pollution liability of $1 million are mandatory. Award will be made to the lowest responsive and responsible bidder based on total bid including all optional zones, with potential contract terms and fuel escalation subject to negotiation post-award.
