About this file

This is an Addendum 4 issued by Brevard County Purchasing Services in Florida to the Sykes Creek Phase II Muck Removal Project (B-8-26-36) bid package. The addendum clarifies four key questions submitted by prospective bidders regarding project specifications and requirements. The document addresses the treatment of temporary acoustical barriers, fencing height requirements, structural design responsibilities, and the disposition of project components upon completion. Critical timeline changes are announced: the questions deadline has been extended to Wednesday, August 19, 2026 at 5:00 PM, and the bid opening date has been moved to Friday, August 28, 2026 at 9:00 AM. The addendum must be acknowledged by bidders on the Price Sheet submitted with their proposals.

The clarifications establish that the temporary 10-foot acoustical barrier system along the northern and eastern portions of the Dredged Material Management Area (DMMA) shall be removed upon project completion unless the County provides written direction otherwise. The permanent entrance fence and gate at North Banana River Drive require contractor design but are not subject to the 10-foot height requirement and shall remain. The acoustical barrier system and its supporting structure are contractor-designed and the contractor bears full responsibility for structural adequacy, including wind load calculations, bracing, foundations, anchorage, and embedment in accordance with applicable codes and the signed-and-sealed DMMA design. Temporary facilities, equipment, fencing, and materials must be removed upon project completion, while permanent improvements including the ingress/egress fencing, 18-inch utility pipe, and driveway apron shall remain unless the Owner directs otherwise in writing. The addendum reiterates that all other contract terms and conditions remain unchanged from the original bid package.

Sykes Creek Phase II Muck Removal Project

B-8-26-36 August 12, 2026

ADDENDUM 4

TO ALL PROSPECTIVE BIDDERS

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 4 in space provided on Price Sheet.

Bidders are requested to acknowledge receipt of this addendum with their bid.

CLARIFICATION TO QUESTIONS RECEIVED

Question 1: It is our understanding that the 10’ fence is permanent and will remain after the project is completed. Does the AcoustiFence remain on the fence at the completion of this project, or will the panels be removed?

Answer: The Contract Documents distinguish between the temporary construction fencing, permanent fencing at the site ingress/egress, and the temporary 10-foot acoustical barrier system along the northern and eastern portions of the DMMA. The acoustical barrier shall remain through completion of DMMA stabilization, restoration, and final cleanup and shall then be removed as a temporary DMMA feature. Bidders shall base their pricing on removal. If the County later determines that the barrier should remain for future use, that should be addressed by written Owner direction before demobilization.

Question 2: Does the fence with associated gate at the entrance to the site from N. Banana River Drive also need to be 10’ tall?

Answer: No. The 10-foot height requirement applies to the acoustical barrier system, not the permanent fence and gate at the North Banana River Drive entrance. The entrance fence and gate shall be Contractor-designed and coordinated with the approximate acoustical-barrier limits shown on Sheet C-21 of the Construction Drawings. The acoustical barrier system may serve as construction security fencing along its installed alignment, provided it functions as a construction security barrier and limits unauthorized access in accordance with Section 35 20 23.33 – Dredged Material Management.

Question 3: For permanent fencing is there any design requirements for wind load on the fence? 10’ fence with solid fabric panels is going to have to be designed for a certain wind load and embedment depth with very large posts or is will this all by contractor design?

Answer: The acoustical barrier and its supporting system are Contractor-designed. The Contractor is responsible for the system’s structural adequacy, including applicable wind loads, bracing, foundations, anchorage, footings, and embedment, in accordance with applicable codes. The design shall be incorporated into the Contractor’s signed-and-sealed DMMA design in accordance with

Section 35 20 23.33 – Dredged Material Management and Note 3 on Sheet C-21 of the Construction Drawings.

Question 4: Are there any components of the DMMA, other than what is currently being constructed and the fence that are to remain or will all contractor improvements be removed upon completion?

Answer: Temporary DMMA facilities, equipment, temporary fencing, acoustical barrier systems, unused materials, and other temporary features shall be removed upon completion unless otherwise directed by the Owner in writing. The permanent ingress/egress fencing and gate and the existing improvements identified in Addendum No. 1, Question 14 and Attachment D-8, including the installed 18-inch utility pipe and driveway apron, shall remain. Upon completion of dewatering, the Contractor shall leave the 18-inch utility pipe free and clear of sediment and other materials and install blanks or caps in accordance with Section 35 20 23.33 – Dredged Material Management. Other permanent components, such as weirs, outfall pipes, or drainage pipes, may remain only when directed by the Owner in writing and identified in the DMMA Site Stabilization and Restoration Plan.

The questions deadline has been extended to Wednesday, August 19, 2026 @ 5:00 PM.

Please note that the bid opening date and time have changed to Friday, August 28, 2026 @ 9:00

AM.

All other terms and conditions remain unchanged.

Sincerely, Mary Bowers Purchasing Manager
