About this file
This is a Bid Tabulation document for Brevard County, Florida's Sykes Creek Phase II Muck Removal Project (Bid No. B-8-26-36), a hydraulic dredging and muck disposal contract managed by the County's Purchasing Services on behalf of the Natural Resources Department. The project encompasses approximately 223,600 cubic yards of muck removal from Zones 3A-North and 3B-South in Sykes Creek, with four optional zones totaling approximately 128,800 additional cubic yards. A mandatory pre-bid meeting was held on July 16, 2026, at 10:00 a.m. at Kiwanis Island Park in Merritt Island. Sealed bids were due August 21, 2026, at 9:00 a.m., with the bid opening scheduled for August 31, 2026, at 9:00 a.m. The work is divided into three Notice to Proceed phases: permit modification and site preparation (30 days), Dredge Material Management Area (DMMA) preparation and mobilization (30 days), and dredging construction (1,400 calendar days to substantial completion, 1,460 days to final completion). Operations are restricted to Monday-Friday 7:00 a.m.-6:00 p.m. and Saturday 8:00 a.m.-5:00 p.m. Three vendors submitted bids: Cavache Inc (Pompano Beach, FL), Ryan Incorporated Southern (Deerfield Beach, FL), and Waterfront Property Services, LLC dba Gator Dredging (Largo, FL). Bids are currently under evaluation.
The contract requires the lowest responsive and responsible bidder to furnish all labor, materials, tools, equipment, and trucking to perform hydraulic dredging and design and implement a dewatering facility at the Nandivada Dredge Material Management Area. Contractors must secure permanent upland disposal locations independently, as County-identified sites are not guaranteed. Bid security of 5 percent of the proposed amount and a public construction bond at 100 percent of contract price within five days of award are required. Comprehensive insurance mandates include general liability of $1 million per occurrence, workers' compensation, auto liability of $1 million combined single limit, and pollution liability of $1 million. Federal and state environmental permits authorized the work, including USACE Nationwide Permit 27, FDEP Environmental Resource Permits (Modification 331649-005-EM extending completion to September 9, 2029), and conditions requiring manatee protection with two to three dedicated observers, sea turtle and smalltooth sawfish protection, turbidity monitoring, and seagrass buffer setbacks of minimum 15 feet. Addendum 1 clarified that contractors must estimate bulking factors in unit prices with no post-excavation payment adjustments and conduct pre-construction surveys extending 100 feet beyond disturbance limits. Contractors must comply with E-Verify, Build America Buy America Act (BABAA), foreign influence disclosures, scrutinized company certifications, and anti-human trafficking affidavits. Liquidated damages apply per Florida Department of Transportation Standard Specifications for Road and Bridge Construction (FY2024-25), Section 8-10.2. Contract terms, including potential fuel escalation, may be negotiated after lowest responsible bidder determination.
