About this file
This is a bid form for the Sykes Creek Phase II Muck Removal Project being solicited by Brevard County, Florida. The project involves hydraulic dredging and muck disposal services with a base bid encompassing approximately 225,600 cubic yards of muck removal from Zones 3A-North and 3B-South, plus four optional dredging zones containing 17,200, 34,700, 38,100, and 38,800 cubic yards respectively. Major work components include engineering design and permitting, temporary utilities, surveys and staking, construction quality control testing, facility construction and fencing, erosion and sediment control, dredged material handling and dewatering, permanent upland disposal, turbidity and water quality testing, environmental protection and species monitoring, and post-dredge documentation. Bids are due August 21, 2026, with a mandatory pre-bid meeting scheduled for July 16, 2026. A signed and sealed preliminary Dredge Material Management Area (DMMA) design prepared by a Florida-licensed professional engineer must be submitted with the bid. The contractor must complete work in three phases: permit modification and site preparation (30 days), DMMA preparation and mobilization (30 days), and dredging construction (1,400 calendar days to substantial completion). Operations are restricted to Monday-Friday 7:00 a.m. to 6:00 p.m. and Saturday 8:00 a.m. to 5:00 p.m.
All bid items include full compensation for labor, materials, equipment, supplies, permits, fees, supervision, testing, mobilization, overhead, and profit. Bidders must submit prices on all items in the form to be considered for award, with the project being awarded to the lowest responsive and responsible bidder based on total bid amount including all optional dredging zones. The County reserves the right to award and execute any combination of the optional dredging zones based on budget availability and project priorities. A public construction bond at 100 percent of contract price is required within five days of award, and bid security at 5 percent of the proposed amount must be provided. Required insurance includes general liability of $1 million per occurrence, workers' compensation, auto liability of $1 million combined single limit, and pollution liability of $1 million. Contractors must comply with E-Verify, Build America Buy America Act requirements, foreign influence disclosures for contracts exceeding $100,000, scrutinized company certifications, and anti-human trafficking affidavits. Environmental compliance is mandatory, including adherence to USACE Nationwide Permit 27, FDEP Environmental Resource Permits, manatee protection requirements with two to three dedicated observers, sea turtle and smalltooth sawfish protection protocols, turbidity monitoring, and minimum 15-foot seagrass buffer setbacks. Contractors must independently secure permanent disposal sites and develop the final dredge pipeline route, with all costs included in bid prices. Addendum 1 clarified that contractors must estimate bulking factors in unit prices with no post-excavation payment adjustments and conduct pre-construction surveys extending 100 feet beyond disturbance limits.
