About this opportunity

Broward County's Enterprise Technology Services (ETS) Division is seeking a comprehensive procurement for ServiceNow IT Service Management (ITSM) Professional Software, Support, Subscriptions, and Product Services to replace its current Cherwell ITSM system. The open-end contract will support over 6,000 customers and 400+ staff members across multiple County agencies, with a two-phase implementation approach. Phase 1 requires a six-month implementation timeline and includes mandatory ServiceNow ITSM Pro platform implementation, data setup, and a three-day instructor-led training covering platform fundamentals, ITSM workflows, ServiceNow Administration, and reporting. Vendors must be authorized as either an Elite or Global Elite consulting and implementation partner, and a Premier, Elite, or Global Elite reseller partner of ServiceNow. The solicitation requires electronic submission through BPRO by January 14, 2026, with questions due by a specified date prior to the submission deadline. Contractors must provide a dedicated account representative and directly interface with ServiceNow for subscription and support plan registration.

The procurement does not have specific small business set-aside requirements, though it is subject to Federal Transit Administration (FTA) funding regulations and Disadvantaged Business Enterprise (DBE) program guidelines. Contractors must comply with extensive security requirements, including criminal history screening, cybersecurity standards, and background check protocols. Insurance requirements include comprehensive coverage with specific minimum limits, such as $1,000,000 Commercial General Liability and $1,000,000 Cyber Liability. While no specific budget range is explicitly stated, the contract is structured for a five-year initial term with potential for five additional one-year renewals. Pricing increases are limited to Consumer Price Index (CPI) or Producer Price Index (PPI) differentials during renewal terms, and the contract allows for potential implementation of optional modules in Phase 2, including IT Operations Management, Field Service Management, and other specialized ServiceNow modules to be negotiated upon the County's request.
