About this opportunity
The City of Casselberry, located in Seminole County, Florida, has issued an Invitation to Bid (ITB-2025-1249) for a comprehensive road rehabilitation and Americans with Disabilities Act (ADA) pavement improvement project designated as PW 2309. The project encompasses milling and resurfacing various roadways and trails across multiple city locations, involving approximately 7.267 miles of road rehabilitation. Specific work includes isolated base repairs, construction and replacement of curb ramps, comprehensive signage and pavement markings, maintenance of traffic, clearing and grubbing, concrete sidewalk and curb installation, and implementing detectable warnings. The project requires contractors to utilize warm mix asphalt following the city's CASB 334 specification and mandates full compliance with current ADA standards. A non-mandatory pre-bid meeting was held on December 5, 2024, with the bid submission deadline set for January 14, 2025, before 2:00 p.m. Contractors must demonstrate at least five years of experience in similar infrastructure projects and provide evidence of business registration in Florida. The total project duration is 150 consecutive calendar days from the Notice to Proceed, with substantial completion required within 150 days and final completion within 30 days thereafter.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Two primary bidders submitted proposals: Cathcart Construction Company with a bid of $5,399,711.18 and MASCI General Contractor, Inc. with a bid of $2,977,679.26, both including a 5% bid bond. The engineer's estimate for the entire project totals $2,200,501.09, which includes a 5% contract amendment allowance of $105,000. The city has identified four alternative bid options, including hot mix asphalt replacement, storm pipe replacement on Sundown Trail, additional grading on S Cypress Way, and alternative crosswalk construction methods. The project will be funded through the city's procurement process, with the award going to the lowest, most responsive, and responsible bidder. Insurance requirements include comprehensive general liability coverage, automobile liability, and workers' compensation. The city reserves the right to reject any or all bids, waive technicalities, and re-advertise the project if deemed in the best interest of the municipality.
