About this file
This document is Addendum No. 1 for Invitation to Bid (ITB-2025-1249) issued by the City of Casselberry Procurement and Contract Management Division for the PW 2309 Road Rehabilitation ADA and Pavement Improvements project. The addendum maintains the original bid due date of Tuesday, January 14, 2025, before 2:00 p.m. and addresses three key questions from potential bidders regarding the project. The primary modifications include confirming that micro surfacing is to be included in the contract, clarifying pavement base group specifications for full depth repairs and new pavement (specifically Option Base Group 5 and Option Base Group 9), and providing two construction approach options for raised crosswalks (concrete with full detour or asphalt with half-lane construction and flagging operation).
The addendum indicates that Exhibit 2 Bid Form, Exhibit 4 Roadway Location Summary, and Exhibit 5 Roadway Inventory have been revised and uploaded to Vendorlink, LLC. Bidders are required to acknowledge receipt of this addendum by signing the provided form and returning it to the Procurement Division prior to the bid submission deadline. The project involves road rehabilitation, ADA improvements, and pavement work, with specific requirements for warm mix asphalt, storm water pollution prevention, and adherence to current ADA standards. Bidders must carefully review the updated exhibits and incorporate the clarifications into their bid submissions.

I. DUE DATE
This Addendum does not change the solicitation due date from Tuesday, January 14, 2025, before 2:00 p.m.
II. QUESTIONS AND ANSWERS (Q&A)
Q1) Exhibit 4 Roadway Location Summary states in note 2 that microsurfacing is to be performed by others, however the bid form includes a pay item for microsurfacing; Please advise if microsurfacing is included in this contract?
A1) Yes, micro surfacing is to be included in this contract. Originally this was going to be (2) separate projects but city staff preferred (1) contract. Exhibit 4 Roadway Location Summary has been updated.
Q2) Exhibit 4 Roadway Location Summary includes a legend for Full Depth Base Repair which calls for 6" milling / 4.5" asphalt base / 1.5" SP surface course. The pay items include Optional Base Group 9 , however this is 6" asphalt; Optional Base Group 5 is 4.5" asphalt base; Should the pay item reflect OBG 5?
A2) The Full Depth Repair is a 6” mill with a 4.5” base, which should be an Option Base Group
5. The New pavement should be a 6” base that is Optional Base Group 9. The descriptions of the Full Depth Base Repair (FDR) & New Full Depth Pavement (NEW) in the Roadway Location Summary & Roadway Inventory files have been updated to reflect this. The Engineer’s Estimate & Bid Form have been revised to include a pay item for Optional Base Group 5, and the quantities have been updated for Optional Base Groups 5 & 9 accordingly. Exhibit 4 Roadway Location Summary has been updated. Exhibit 2 Bid Form has been updated.
Q3) Does the City have any anticipations with regards to MOT for constructing the raised concrete crosswalks? A possible scenario for this would be constructing the crosswalks one half at a time, this would require a continuous flagging operation for multiple days until the lane can be re-opened. It does not look like any of the locations for raised crosswalks can be detoured entirely unless a very significant detour route is permitted. Does the City have preference between building the crosswalks half at a time, or possibly detouring the areas for construction?
Please advise mailto:procurement@casselberry.org
PF-212 8/2024 2
A3) City staff has included (2) options for the raised crosswalks. The first option would be concrete. With this option a detour would need to be setup and could not be completed half at a time. The second option (bid alternate) would be asphalt. If this option is chosen it could be completed a half at a time with a flagging operation.
