About this opportunity

Leon County Government is seeking proposals from professional design and publishing firms to produce two publications for the Leon County Division of Tourism/Visit Tallahassee: the 2021/2022 Official Visitor Guide and 2021/2022 Meeting & Event Planner's Guide. The county aims to create consumer-friendly publications that provide comprehensive content about Tallahassee as a vacation destination and drive website traffic. The Visitor Guide will be a print publication with 70,000 copies, sized at 8 3/8" x 10 7/8", with a minimum of 72 pages, while the Meeting Planner's Guide will be digital-only. The contract will be effective for two years with an option to renew for three additional one-year terms. The evaluation criteria include six weighted components: Firm Qualifications (25 points), Key Staff Qualifications (25 points), Project Outline (30 points), Time Schedule (5 points), Interest and Differentiation (10 points), and Local Preference (5 points). The RFP was released on April 5, 2021, with a non-mandatory pre-proposal meeting on April 15, 2021, and proposals are due on May 4, 2021, at 2:00 pm. The targeted delivery dates are September/October 2021 for the Visitor Guide and October/November 2021 for the Meeting Planner's Guide.

The procurement includes specific restrictions and set-aside designations for Minority and Women Business Enterprise (MWBE) participation. Applicants will be deemed ineligible if they have pending civil or administrative actions against them by federal or state governmental entities, and this requirement extends to all subcontractors. The county offers a local preference, with a 5% preference for firms with a home office in Leon, Gadsden, Wakulla, or Jefferson County, and a 3% preference for local businesses outside those counties. MWBE participation can earn additional points, with up to 10 points available for meeting project-specific MBE and WBE utilization goals, and additional points for joint ventures, partnerships, mentorship programs, or apprenticeship initiatives. The publications will be produced at no cost to Leon County, with revenue from advertising expected to cover all project expenses. The target markets include families, couples, and groups from Florida, direct fly-markets, and the Southeast, with a focus on markets in Georgia, Alabama, North Carolina, and Texas. The county emphasizes the need for a Florida-based company with local knowledge and experience in producing destination publications, with Visit Tallahassee maintaining final approval over creative content, editorial material, and advertising placements.
