About this opportunity
The California Department of Motor Vehicles, through the California Department of Technology Office of Statewide Technology Procurement, is seeking proposals for Workstream 3A (WS3A) — DL/ID Mainframe Services, Data & Integration Migration, a fixed-price, deliverable-based modernization project converting legacy driver license and identification systems to Salesforce and MuleSoft platforms, with Phase 1 proposals due October 15, 2026 and questions also due October 15, 2026.
This is a pre-solicitation phase; the formal RFP (ISD26-3629) has not yet released. Vendors are invited to submit feedback on draft requirements and a Rough Order of Magnitude questionnaire by October 15, 2026 at 10:00 AM Pacific Time using the provided templates. Submission is voluntary and does not commit the State to implementing suggested changes. Feedback should identify overly restrictive requirements, ambiguities, inconsistencies, or gaps. Submit through Procurement Officers Amrit Dhillon (amrit.dhillon@state.ca.gov) or Nicole Delgado (nicole.delgado@state.ca.gov). All action dates in the anticipated formal RFP remain TBD.
The scope encompasses data analysis, cleansing, conversion, and migration from legacy mainframe systems to Salesforce and MuleSoft cloud platforms; modernization of mainframe-based workflows including Administrative Per Se processing, DUI/IID processing, Automated Name Index, Driver License/Identification operations, and dishonored payment management; and three months each of hypercare and warranty support. The solution must integrate seamlessly with existing Salesforce and MuleSoft infrastructure, comply with California State Administrative Manual and NIST standards, and support millions of transactions daily across 188 field offices, 3 contact centers, 186 auto clubs, and over 5,900 business partner locations statewide. Twenty-five full-time key staff across specified roles (Project Manager, architects, developers, database administrators, quality assurance, OCM, training, security) are required, all based within the continental United States.
The base contract term is three years and three months — two years nine months to go-live, plus three months hypercare and three months warranty — with options for two one-year extensions for a maximum of five years three months. The cost workbook template indicates a total project budget not to exceed $35.5 million allocated across fiscal years 2026-27 through 2029-30. Socioeconomic program preferences include 5% Small Business preference, 5% preference for non-small businesses subcontracting 25% to certified small businesses, and DVBE incentives (participation waived but optional). Bidders must hold an OSTP-approved Electronic Vendor Application of Qualifications (eVAQ) before formal Phase 1 submission. All proposed software must be non-proprietary and licensed to the State at no additional cost. Productive use requirements mandate that proposed equipment and software have been in productive use with paying external customers for specified periods. Bidders assume full indemnification for security breaches and must comply with stringent information security and privacy provisions including FIPS 140-3 encryption, multi-factor authentication, annual risk assessments, and immediate breach notification to the DMV Chief Information Security Officer.
