About this file

This is a Bidder Qualifications Matrix for a California state agency solicitation, specifically for the Department of Motor Vehicles (DMV). The document establishes mandatory and desirable qualification requirements that bidders must meet to be considered for contract award. The solicitation requires bidders to demonstrate experience with large-scale technology migration and integration projects, including Salesforce platform migrations involving at least 1 million transactions per day, MuleSoft integration platform implementations processing at least 1 million real-time and batch transactions daily, and data cleansing and migration projects involving at least 200 million data records. All of these projects must have contract values of at least $10 million. Additionally, bidders must provide evidence of experience using iterative waterfall development methodologies with parallel project efforts and demonstrate previous work for California state agencies or US government entities with minimum contract values of $5 million. The matrix requires bidders to provide detailed project reference information across six project columns, including start dates, end dates, total duration, contract values, client names, and comprehensive descriptions of project scope and responsibilities.

The document contains mandatory qualification requirements (Pass/Fail basis) covering corporate project experience, subcontractor compliance certifications, and insurance requirements including $1 million per occurrence commercial liability coverage with $2 million annual aggregate limits, workers' compensation coverage with $1 million employer's liability limits, and additional insured status for the State of California. Desirable qualifications worth 100 and 107 points respectively include three years of experience with motor vehicles organizations and experience with US government or California state agencies on projects valued at $10 million or more. Bidders must also certify compliance with responsibility certifications regarding debarment status and provide appropriate waivers of subrogation for workers' compensation policies when performing work on state-owned property. The matrix includes a threaded comment noting that addenda should not be issued if the RFP has not yet been released.
