About this file

This is a Key Staff Qualifications Matrix worksheet for RFP ISD26-3629, a DMV Digital Experience Platform (DMV DXP) WS3A solicitation. The document serves as an evaluation tool for assessing the qualifications of bidders' proposed key staff members across 25 distinct classifications required to perform implementation services outlined in the Statement of Work (Exhibit A). The 25 key staff positions include Project Manager, Senior Information Architect/Lead, Data Conversion Lead, Senior Data Architect/Database Administrator, ETL Developer, Senior Salesforce Developer, Salesforce Developer, MuleSoft Developer, Senior Integration Lead, Data Analyst, Business Analyst, Senior Program Manager/Engagement Director, Senior Solution Architect/Chief Architect, Legacy/Mainframe Modernization Lead, Security Lead/Contractor Security Manager, Release and Cutover Manager/Transition Manager, Quality Assurance and Test Lead, Data Quality and Reconciliation Lead, OCM Lead, Training and Knowledge Transfer Lead, Scrum Master, Test Automation Engineer, Test Analyst/Tester, Technical Writer/Documentation Lead, and Rules Engine Developer. Bidders must complete qualification worksheets for all DMV-specified key staff and any bidder-specified key staff holding the same roles, with mandatory qualifications evaluated on a pass/fail basis and desirable qualifications awarded points ranging from 117 to 137 points per staff classification.

The worksheet requires bidders to provide detailed information for each proposed key staff member, including full name, start and end dates of relevant experience, client names, project names, and descriptions demonstrating how each project satisfies specific mandatory experience requirements. Bidders must ensure proposed key staff listed in the qualifications matrix match those identified in the Cost Workbook (Exhibit D) and must provide resumes only for bidder-specified key staff, not for DMV-specified key staff. All experience must have occurred within specified timeframes prior to the Phase 1 Response due date, with ongoing projects credited only through that deadline. Key Staff Reference Forms must be provided for each project cited, and the State reserves the right to contact references for verification. The same resource cannot be assigned to multiple roles, and all key staff must serve in full-time capacity. Failure to provide sufficient detail demonstrating satisfaction of minimum experience requirements may result in the bid being deemed non-responsive.

Staff Qualifications Matrix Instructions
Bidder must complete this workbook for all DMV-Specified Key Staff and any Bidder-Specified Key staff with the same role as DMV-Specified Key Staff roles. Non-Key staff are not to be listed (there are no specified qualifications for Non-Key staff).

Resumes should be provided for only for Bidder-Specified Key staff. Resumes are NOT required for DMV-specified Key Staff or Non-Key Staff. Instead, satisfaction of requirements for DMV-specified Key Staff must be demonstrated in this workbook. Bidder must specify the required experience in the space allotted for each Key Staff qualification, showing projects used to qualify the Key Staff’s mandatory experience. Key Staff Reference Forms must be provided for each project cited, if required. The State may contact Key Staff references provided to verify the information. Any conflicting information may result in the bid being deemed non-responsive.

Specify the Bidder’s firm name in the appropriate field and enter a response to the "Bidder Agrees?" question for each qualification. Do not enter any information in shaded fields.

Unless stated otherwise, all experience used to meet the minimum requirements must have occurred within the specified number of years prior to the solicitation release date.

Enter the requested information for each Key Staff project that supports the claimed experience. See column definitions below.

If a project end date or experience end date identified on the Key Staff Qualifications matrix exceeds the due date for Submission of Phase 1 Responses - because it is an ongoing project - only credit for the experience acquired up to the due date for Submission of Phase 1 Responses will be provided.

The Total Months column is automatically calculated and rounds up or down to the nearest whole month (e.g., 2/1/2020 to 2/14/2021 = 13 months; 2/1/2020 to 2/13/2021 = 12 months). The day of the month must be provided.

It is Bidder’s responsibility to provide sufficient detail in its responses to permit the State to evaluate the Key Staff's ability to meet the mandatory qualification requirements. If the State is unable to determine the minimum experience has been met, Bidder’s Proposal may be deemed non-responsive.

Key staff are required to serve in a full-time capacity. The same resource may not be assigned to meet multiple roles.

Points will be awarded to Bidders that meet the criteria set forth in the desirable experience qualifications as specified in RFP Section 6: Evaluation.

The following Key Staff are required to perform the services as described in Exhibit A, Statement of Work. Additional Contractor (Key and Non-Key) staff will be necessary, within the fixed costs established by this Agreement, for adherence to the implementation schedule and service-level agreements.
