About this file
This document is an Exhibit C Deliverables and Milestones Table for California State Department of Motor Vehicles (DMV) Solicitation No. ISD26-3629, outlining the comprehensive project requirements for WS3A - DL/ID Mainframe Services, Data & Integration contract. The project involves modernizing Driver's License (DL) and Identification (ID) Card mainframe-based services and workflows to the DXP Salesforce Platform. The contractor must deliver 20 primary deliverables and 5 major milestones across project management, security, development, quality assurance, training, organizational change management, data migration, and hypercare/warranty services. Key deliverables include project management and sub-plans (due 30 days after project start), system security and DevSecOps plans, quality and testing protocols, end-user and technical training plans, solution architecture documentation, conversion and integration approaches, phased solution delivery, and transition/hypercare support. Critical milestones include mobilization and system inventory, architecture and conversion baselines, core build and integration waves, batch services and integrations, and final workflow completion with enterprise services delivery. The contract spans from project initiation through hypercare and warranty periods, with specific due dates ranging from 30 days to over two years post-award, utilizing an Iterative Waterfall development framework.
The deliverables require bidder agreement on all listed requirements, with non-responsive proposals resulting from failure to confirm compliance with any milestone or deliverable. The project emphasizes mandatory compliance with existing DMV DXP Project Approval Lifecycle (PAL) documents, CDT PM Framework standards, and industry best practices including NIST standards for security. The contractor must maintain Requirement Traceability Matrices, Business Rule Traceability Matrices, and comprehensive documentation of data lineage throughout the project lifecycle. Payment terms incorporate a 15 percent holdback amount and are subject to DMV acceptance criteria, particularly for phased deliverables 14 and 15, with feature production requiring 14-day error-free verification periods. The contract includes extensive requirements for data cleansing, conversion, and migration using phased approaches rather than big-bang migrations, comprehensive test data management with PII obfuscation, and formal stakeholder sign-offs at critical approval gates. Transition and hypercare support extends through a warranty period following production deployment, with the contractor responsible for knowledge transfer, operational handoff artifacts, licensing transfers, and participation in DMV's bi-annual disaster recovery testing exercises.
