About this opportunity

The Greater Orlando Aviation Authority (GOAA) is seeking Planning Consultant Services through a Request for Statement of Qualifications (RFSQ) for solicitation W00567. The procurement aims to establish professional services agreements with one or more planning consultants to provide comprehensive planning, engineering, surveying, and related professional services supporting the Aviation Authority's Capital Program at Orlando International Airport (MCO) and Orlando Executive Airport (ORL). Required services include concept and master planning, feasibility studies, preliminary engineering, public agency coordination, stakeholder engagement, and technical advisory services for public-private partnerships. Consultants will support current and future capital projects, with deliverables encompassing airport layout plan updates, environmental and economic impact analyses, facility space programming, and aviation activity forecasting. The solicitation requires respondents to possess a Professional Engineer (P.E.) license in Florida and provide references from similar contracts within the past five years. Key dates include a non-mandatory pre-submittal conference on December 12, 2025, at 9:00 a.m. via Microsoft Teams, a question submission deadline of December 23, 2025, at 5:00 p.m., and proposal responses due January 15, 2026, at 2:00 p.m. The evaluation will utilize a 100-point scoring methodology across seven categories, including executive brief and team qualifications, key personnel qualifications, work location, contract management approach, airport planning services approach, quality control, and financial/insurance disclosures.

The solicitation emphasizes small business participation through the Office of Business Opportunity & Exchange (BOeX) program, requiring respondents to demonstrate good faith efforts to engage certified small business firms in meaningful roles consistent with their capacity and expertise. Each task order will be evaluated to maximize small business participation, with the Aviation Authority providing a directory of certified firms for potential collaboration. Respondents must comply with various certification requirements, including E-Verify participation, drug-free workplace certification, and scrutinized companies certifications. Insurance requirements are comprehensive, including Commercial General Liability coverage of $5 million per occurrence, Automobile Liability, Workers' Compensation, and Professional Liability. The Capital Improvement Program (CIP) for MCO totals $5.92 billion for 2025-2030, with major projects including Terminal renovations, Baggage Handling Systems, and Ground Transportation infrastructure, while ORL's CIP is $84.15 million. Funding sources include FAA grants, Passenger Facility Charges, Authority Funds, bonds, and federal discretionary grants. The contract will be non-exclusive, with the highest-ranked responsive respondent selected subject to successful negotiations and funding availability, with an estimated annual project value ranging from $1 million to $2 million.
