About this file
This attachment to a Request for Statement of Qualifications is a comprehensive list of potential capital projects compiled by the Greater Orlando Aviation Authority from its 2025-2030 Capital Improvement Plan. The document identifies over 100 projects across two primary facilities: Orlando International Airport (MCO) and Orlando Executive Airport (ORL). Projects span multiple categories including terminal enhancements, baggage handling systems, security and access control improvements, automated people mover system replacements, passenger processing efficiency systems, roof replacements, vertical circulation improvements, passenger boarding bridge upgrades, taxiway and runway rehabilitations, ground transportation improvements including rental car facilities and parking structures, fiber infrastructure development, building renovations, and various utility and facility upgrades. The list serves as a source document for potential future work assignments under planning consultant services agreements, with any future projects also potentially derived from subsequent Capital Improvement Plans or organizational goals established by the Authority.
The potential projects listed represent the scope of work that selected planning consultants may be tasked to support through various phases including concept and master planning, feasibility studies, preliminary engineering, design development, and construction support. With MCO's Capital Improvement Program totaling $5.92 billion for 2025-2030 and ORL's CIP totaling $84.15 million, funding sources include Federal Aviation Administration grants, Passenger Facility Charges, Authority Funds, bonds, and federal discretionary grants. The estimated annual project value for consulting services is anticipated between $1 million to $2 million, with task orders to be evaluated individually to maximize small business participation through the Office of Business Opportunity & Exchange program.
