About this file
This file is a Capital Improvement Plan (CIP) attachment from the Greater Orlando Aviation Authority identifying potential projects for the period 2025-2030, directly supporting a Professional Services Agreement solicitation (W00567) for Planning Consultant Services in Florida. The document lists comprehensive capital projects across two primary facilities: Orlando International Airport and Orlando Executive Airport. Projects span multiple categories including terminal baggage handling systems, security enhancements, passenger processing improvements, building renovations, runway and taxiway rehabilitations, ground transportation facilities, parking improvements, fiber infrastructure development, and airfield improvements. The potential projects range from design-phase initiatives to full construction projects, with some representing multi-phase undertakings such as taxiway rehabilitations (Phases 1 & 2) and ramp rehabilitation work at Orlando Executive Airport. The Planning Consultant Services agreement will provide professional services including planning, engineering, surveying, assessments, studies, master planning, concept development, design-build criteria packages, and stakeholder engagement for these identified projects as well as future amendments and additional projects the Aviation Authority may request.
The planning consultant will support the Aviation Authority's capital program management and coordinate with multiple federal, state, and local agencies including the Federal Aviation Administration (FAA), Transportation Security Administration (TSA), Florida Department of Transportation (FDOT), Orlando Utilities Commission (OUC), City of Orlando, and Orange County, Florida. The consultant will serve as an extension of staff, providing technical expertise in project development, facility management, and operational support across existing and future facilities. Specific responsibilities include assisting Aviation Authority committees, preparing required documentation for regulatory agencies, and supporting external governmental agency outreach and stakeholder engagement initiatives. The scope encompasses both near-term projects identified in the current CIP and future projects that may arise from subsequent CIP updates or organizational goals established by the Aviation Authority.
