About this file
This document is an attachment to a Request for Statement of Qualifications (RFSQ) issued by the Greater Orlando Aviation Authority (GOAA) for Planning Consultant Services solicitation W00567. The attachment lists potential projects derived from GOAA's 2025-2030 Capital Improvement Plan (CIP) that may require planning, engineering, surveying, and related professional services. The potential projects span both Orlando International Airport (MCO) and Orlando Executive Airport (ORL) and include terminal enhancements, baggage handling system improvements, automated people mover system updates, security checkpoint improvements, airfield taxiway and runway rehabilitation, ground transportation and parking improvements, and utility infrastructure upgrades. A non-mandatory pre-submittal conference is scheduled for December 12, 2025, at 9:00 a.m. via Microsoft Teams, with a question submission deadline of December 23, 2025, at 5:00 p.m., and proposal responses due January 15, 2026, at 2:00 p.m. The contract will establish professional services agreements with one or more planning consultants to support current and future capital projects on an ongoing basis, with the highest-ranked responsive respondent selected subject to successful negotiations and funding availability.
The estimated annual project value ranges from $1 million to $2 million, with the contract being non-exclusive. Respondents must hold a Professional Engineer (P.E.) license in Florida and provide references from similar contracts within the past five years. The evaluation will utilize a 100-point scoring methodology across seven categories: executive brief and team qualifications, key personnel qualifications, work location, contract management approach, airport planning services approach, quality control, and financial/insurance disclosures. Insurance requirements include Commercial General Liability coverage of $5 million per occurrence, Automobile Liability, Workers' Compensation, and Professional Liability. The MCO CIP totals $5.92 billion for 2025-2030, while ORL's CIP is $84.15 million. Funding sources include FAA grants, Passenger Facility Charges, Authority Funds, bonds, and federal discretionary grants. The solicitation emphasizes small business participation through the Office of Business Opportunity & Exchange (BOeX) program, requiring respondents to demonstrate good faith efforts to engage certified small business firms in meaningful roles. Respondents must comply with E-Verify participation, drug-free workplace certification, and scrutinized companies certifications.
