About this opportunity
The City of Portland, Oregon is announcing its intent to award a contract to WEX Bank for fleet commercial card services under a cooperative procurement mechanism administered by the State of Washington Department of Enterprise Services (Master Agreement No. 00819), with an estimated contract value of $7 million and a seven-day protest period ending May 30, 2025.
This is a cooperative purchase under the NASPO framework, making it available to participating state and local entities. The scope encompasses physical fleet commercial cards for fuel and vehicle maintenance expenses; a virtual cardless account (WEXPay) for maintenance services; and specialized programs covering aviation, marine, electric vehicle charging, and alternative fuels. WEX's fleet card provides Level III data capture on 99.8% of transactions, acceptance at more than 95% of U.S. retail fueling locations and over 4,000 Canadian locations, and advanced reporting through WEXOnline with nine organizational hierarchy levels. Additional offerings include the AVCARD program for aircraft fueling at 7,500 locations across 190 countries; the WEX Service Network covering over 32,000 service locations; and WEX EV FleetCharge integration with 66,000 electric vehicle charging sites. Optional value-added services include WEX ClearView analytics (Essentials, Advanced, and Snap versions) and comprehensive tax exemption and recovery programs for federal excise taxes and state/local sales taxes.
Compensation is structured through rebates and incentive shares: a standard volume incentive of 170 basis points calculated quarterly on total spend; a prompt payment incentive ranging from 0 to 20 basis points based on payment timing; and an annual national volume incentive ranging from 10 to 30 basis points depending on aggregate spending thresholds. WEX's system supports real-time card activation and deactivation, customizable authorization profiles, Driver ID/PIN requirements, fuel-type restrictions, and transaction posting within 24–48 hours of merchant receipt. The system interfaces with legacy platforms including SAP, Banner, Oracle, and PeopleSoft at no additional cost. WEX maintains PCI-DSS compliance and ISO 27001 certification with 24/7 customer service support and emergency roadside assistance.
Protest submissions are due to the Chief Procurement Officer, Sylvester Donelson, at Sylvester.Donelson@portlandoregon.gov. Technical questions should be directed to Senior Procurement Specialist Kristina Kolata at Kristina.Kolata@portlandoregon.gov.
