About this opportunity
The City of Phoenix is soliciting sealed offers for fixed-route transit operations, maintenance, and facility support services for North and South Transit Facilities, with proposals due September 30, 2026, and a contract commencement date of July 1, 2027.
The scope encompasses comprehensive fixed-route transit operations across two facilities, including driver services, vehicle maintenance, facility management, revenue collection, and administrative support. The contractor must operate a fleet of 219 buses (mix of 40-foot and 60-foot standard buses, articulated buses, and shuttles) with peak vehicle requirements specified for weekday, Saturday, and Sunday service. Current fleet composition includes Gillig, Newflyer, and Ford vehicles; the oldest units date to 2016 and the newest to 2025, with mileage ranging from under 22,000 miles to nearly 600,000 miles. Operational scope includes approximately 1.88 million annual revenue miles and 268 active vehicles across both facilities, with historical revenue speeds averaging 16.1 miles per hour and revenue hour percentages between 70 and 72 percent. The contractor must manage CAD/AVL (Computer-Aided Dispatch/Automatic Vehicle Location) systems, HASTUS scheduling software, FareGo fare collection systems, and FB30 farebox equipment; maintain warranted equipment including mobile gateways, in-vehicle units, and mobile radio systems; comply with custodial and facility maintenance specifications; operate comfort stations; and implement incident reporting and corrective action procedures. Contractor personnel must complete background checks (Maximum and CJIS levels), obtain City security badges ($55 per badge, renewable every five years or at contract end), and comply with PIN code and key-control requirements. The contractor assumes financial responsibility for damage to facilities and equipment caused by employee misuse, abuse, or neglect, with costs recovered through City invoicing.
Union labor agreements establish mandatory prevailing wage requirements: ATU Local 1433 covers transit operators and related positions; IUOE Local 428 governs bus technicians and revenue agents/facility workers; and Teamsters Local No. 104 covers additional service categories. A Section 13(c) Agreement establishes prevailing wage protections under the Urban Mass Transportation Act. The Disadvantaged Business Enterprise–Neutral (DBE-N) Program applies, requiring contractors to submit annual Small Business Participation Plans documenting good-faith efforts to engage small business suppliers and subcontractors, with monthly reporting through the City of Phoenix Certification and Compliance System (phoenix.gob2g.com). Contractors must track and document all small business utilization and request written approval from the Contract Compliance Section before substituting, terminating, or modifying scope for any small business subcontractor. A Request for Substitution or Exemption form is required for any changes.
The contract term is five years from July 1, 2027, with one optional two-year extension exercisable at the City's sole discretion. The effective date is upon final signature and recording by the City Clerk. Sealed offers must be submitted through the City of Phoenix Procurement Portal; technical support is available at procurement-support@opengov.com or through the portal's support bubble. The agreement incorporates supplemental terms and conditions applicable to City airport contracts and references City Administrative Regulations 4.44 and 4.45 (security and badging), A.R. 6.11 (vehicle fleet standards), A.R. 1.63, 1.84, 1.90, 1.91, 1.95, and 4.45 (IT security and background checks). Existing permits required for facility operations are listed in supporting exhibits. The City identifies existing equipment at both facilities (welding machines, forklifts, tow tractors, lifts, floor scrubbers) available to support operations; items in broken or unknown condition are noted. No incumbent contractor is named. No contract value is stated.
