About this opportunity

The City of Phoenix Public Works Department is soliciting sealed bids under Invitation for Bid IFB-26-FSD-0412-2 for heavy duty truck brake services, with a pre-offer conference on November 10, 2026, written inquiries due November 17, and offers due December 2, 2026 at 11:00 a.m. The IFB identifies no set-aside, but the attached Public Transit Department DBE-N forms impose a small business participation program on this contract. The awardee must make good faith efforts to secure small business participation, submit an annual Small Business Participation Plan on the contract anniversary, and track participation monthly in the City's Certification and Compliance System. Any release, substitution, scope change, or dollar reduction for a small business subcontractor requires prior written approval from the Contract Compliance Section.

The contractor supplies all parts, labor, and materials to service and repair air brake systems on heavy duty equipment, including solid waste refuse trucks and fire apparatus across various classifications, makes, and models. Work must meet original equipment manufacturer standards and 49 CFR Section 571.121. Service levels require written repair estimates within eight hours of vehicle receipt, service calls answered within two business hours, and repairs completed and vehicles returned within 24 business hours including travel. The contractor also handles vehicle pickup and delivery between its facility and six City equipment management locations. Bidders must have been in operation for at least two years and hold licenses and certifications required by federal, state, or local law. A certificate of insurance in the minimum required amounts is due within 14 calendar days of award notification, and insurance requirements are non-negotiable. Warranty coverage runs 90 days from service completion, with manufacturer warranties honored and extended to the City.

The term is three years from a commencement date on or about January 1, 2027, with two one-year options the City may exercise at its sole discretion. Prices are firm and fixed for the initial year. Annual increases require written submission with 60 days' notice, supporting documentation, and Chief Procurement Officer approval. The City may award by individual line item, by group, or to multiple contractors. Place of performance is Phoenix, Arizona, within Maricopa County.

Aviation Department forms attached to the opportunity add Sensitive Security Information handling under 49 CFR Parts 15 and 1520, requiring signed acknowledgment before receipt and destruction of documents at completion of use. The Aviation Department's supplemental terms for airport contracts also require a written heat safety plan for contractors with outdoor employees, federal and Arizona employment verification, and FAA unmanned aircraft compliance.
