About this file

This is a Small Business Participation Plan (SBPP) annual submission template issued by the City of Phoenix Public Transit Department for contractors on Federal Transit Administration (FTA)-assisted projects subject to Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26. The plan outlines the contractor's commitment to fostering small business participation through good faith efforts, including identifying small business suppliers, conducting proactive outreach, maintaining contact logs, and documenting all small business engagement on transit-related projects. The contractor must complete and submit an updated SBPP annually from the contract start date, with a designated contract liaison responsible for yearly submissions and compliance reporting. The related contract opportunity is for North and South Transit Facilities Fixed Route Services with the City of Phoenix, commencing July 1, 2027, for an initial five-year term with one optional two-year extension exercisable at the city's discretion.

The SBPP requires contractors to track and report all small business participation through monthly entries in the City of Phoenix Certification and Compliance System (phoenix.gob2g.com), including documentation of subcontractors, joint venture partners, suppliers of goods and services, and other business arrangements. Contractors must identify future opportunities for small business participation using City of Phoenix and Federal databases, maintain current listings of small businesses in use with payment amounts, and provide supporting documentation with annual submissions. The document includes sections for contractors to detail current small business relationships, estimate future participation opportunities with associated timelines, and designate a contract liaison with contact information to ensure ongoing compliance with FTA small business participation requirements.
