About this file
This document is an Administrative Regulation (A.R. 6.11) issued by the City of Phoenix that establishes comprehensive standards for the acquisition, marking, utilization, and maintenance of all city-owned, leased, or rented vehicles and fleet equipment with a purchase value of $5,000 or more and a life expectancy of two or more years. The regulation applies to all motor vehicles except those operated by the Mayor and City Manager, and it was last revised in 2013 to clarify fleet standards and conform terminology with related regulations A.R. 2.95, A.R. 2.96, and A.R. 2.97. The regulation establishes mandatory marking requirements including the City of Phoenix name, emblem, department name, and unit number on all vehicles, with specific color standards (white for general vehicles, white or black and white for police patrol, and two-tone red and white for fire apparatus). All city vehicles must be maintained exclusively by Fleet Services shops or authorized vendors, with exceptions for Parks Department equipment, Aviation vehicles, and Public Transit buses maintained by their respective departments. Modifications to city vehicles are prohibited except for equipment maintained by Public Transit and Aviation Departments, and the removal or deactivation of safety devices is strictly prohibited.
The regulation establishes a vehicle utilization review process conducted annually by Fleet Services, with underutilized vehicles identified when usage falls below 2,500 miles in twelve months or 25 percent of class average utilization, whichever is greater. Departments may appeal for retention of underutilized vehicles by submitting written justification to a five-member Vehicle Utilization and Retention Committee consisting of representatives from Public Works, Audit, and Budget & Research departments, plus two rotating representatives from other city departments. Justification criteria for retention include specialized equipment not otherwise available, vehicles assigned to vacant or temporarily reassigned staff positions, or vehicles used three of five days per week with limited service range. Fleet Services is responsible for ensuring proper fleet composition and size, and departments must maintain current Equipment Coordinators to coordinate with Fleet Services regarding vehicle repairs, assignments, and cost center changes. The City Auditor Department may conduct periodic compliance audits to evaluate adherence to these fleet management standards and requirements.
