About this opportunity

The Florida Department of Management Services is issuing an Invitation to Bid (ITB No. 25-25100000-ITB) to establish a statewide term contract for the supply of new and unused motor vehicles across seven categories: Law Enforcement Motor Vehicles (including police pursuit vehicles, special service vehicles, transport vans, non-specialized vehicles, and motorcycles), Sedans and Hatchbacks, Minivans and Vans, Sport Utility Motor Vehicles, Light Duty Trucks, Medium Duty Trucks, and Low-Speed Motor Vehicles. The procurement encompasses over 400 vehicle models and variants from major manufacturers including Chevrolet, Ford, Toyota, Honda, Dodge, Ram, GMC, and Jeep. Bidders must submit pricing in the form of Manufacturer's Suggested Retail Price (MSRP) discounts expressed as percentages to the hundredths decimal place, with the Department intending to award up to ten contracts per model within each sub-group to bidders offering the highest MSRP discounts. All pricing must include administrative, environmental, preparation, handling, freight, statewide delivery, warranty, and installation costs, with vehicles required to be new, unused, damage-free, and compliant with all federal and state safety and emissions standards. The procurement officer is Chelsea Johnson, Senior Purchasing Analyst, at the Division of State Purchasing. Key deadlines include a non-mandatory pre-bid conference on February 12, 2026, at 2:00 PM Eastern Time; a question deadline of February 19, 2026, at 2:00 PM Eastern Time (with answers anticipated by March 9, 2026); and a bid submission deadline of March 24, 2026, at 2:00 PM Eastern Time via MyFloridaMarketPlace Sourcing Event through the SAP Business Network, with public bid opening scheduled for the same date at 2:30 PM Eastern Time, and the Notice of Intent to Award anticipated by April 14, 2026. Award determinations will be based on responsible and responsive bidders submitting the lowest bid through the highest MSRP discount for both initial and renewal terms, with delivery requirements mandating in-stock vehicle delivery within 14 calendar days (or 30 days if post-delivery installation is required) and out-of-stock vehicle delivery within 180 calendar days.

Bidders must comply with numerous mandatory responsive requirements and certifications, including submission of the PUR 7801 Vendor Certification Form, Principal Place of Business Letter, PUR 2023 Provision of Commodities Produced by Forced Labor attestation, and various compliance certifications addressing suspended vendor status, convicted vendor status, discriminatory vendor status, antitrust violations, anti-boycott provisions, forced labor prohibitions, drug-free workplace certification, and attestations regarding coercion for labor, foreign countries of concern, and common carrier transportation restrictions. Out-of-state corporations must obtain a Florida Certificate of Authority from the Florida Department of State, Division of Corporations. Bidders whose principal place of business is located in Florida will receive preference equal to that granted by other states with preference policies, or a five percent preference if the lowest bidder's home state does not grant such preference. The current contract being replaced (Motor Vehicles Contract No. 25100000-23-STC) has an average annual spend of approximately $28 million, provided for informational purposes only and not as a guarantee of future spending. The Department reserves the right to award multiple contracts, reject all bids, or make no award as determined to be in the best interest of the State, with contract awards to be statewide or by region at the Department's discretion. The initial contract term is two years with options for up to two additional one-year renewal periods contingent upon satisfactory performance and mutual agreement.
