About this file
This is an attestation form required by the Florida Department of Management Services for vendors responding to the Motor Vehicles Invitation to Bid (ITB No. 25-25100000-ITB). The form, mandated by Florida Statute 287.1346(4)(b), must be completed and signed by a member of the company's senior management—defined as chief executive officers, assistant chief executive officers, vice presidents, chief financial officers, chief personnel officers, or employees performing similar functions—prior to bid submission or contract execution. The attestation certifies that the commodities (motor vehicles) being offered have not been produced, in whole or in part, by forced labor. The form requires the entity name, senior management member's printed name and title, signature, and date of certification.
The forced labor attestation is one of several mandatory compliance certifications required for this statewide motor vehicle procurement, which encompasses seven vehicle categories and over 400 models from major manufacturers. Bidders must submit responses by March 24, 2026, at 2:00 PM Eastern Time via the MyFloridaMarketPlace Sourcing Event, with public bid opening scheduled for 2:30 PM the same day. The procurement officer is Chelsea Johnson, Senior Purchasing Analyst, at the Division of State Purchasing. Award determinations will be based on responsible and responsive bidders offering the highest Manufacturer's Suggested Retail Price (MSRP) discounts, with the Department reserving the right to award multiple contracts statewide or by region. The initial contract term is two years with options for up to two additional one-year renewal periods contingent upon satisfactory performance.
