About this file

This is a Vendor Certification Form (PUR 7801) issued by the Florida Department of Management Services for the Motor Vehicles ITB (Invitation to Bid No. 25-25100000-ITB). The form establishes mandatory compliance certifications and attestations required from all bidders responding to the statewide term contract for the supply of new and unused motor vehicles across seven categories, including law enforcement vehicles, sedans, minivans, sport utility vehicles, trucks, and low-speed motor vehicles. The ITB encompasses over 400 vehicle models and variants from major manufacturers. The non-mandatory pre-bid conference is scheduled for February 12, 2026, at 2:00 PM Eastern Time; written questions must be submitted by February 19, 2026, at 2:00 PM Eastern Time with answers anticipated by March 9, 2026; bid submissions are due March 24, 2026, at 2:00 PM Eastern Time via MyFloridaMarketPlace Sourcing Event, with public bid opening at 2:30 PM Eastern Time on the same date. The Notice of Intent to Award is anticipated by April 14, 2026. The initial contract term is two years with options for up to two additional one-year renewal periods contingent upon satisfactory performance and mutual agreement.

The vendor certification form requires bidders to certify compliance with numerous statutory requirements, including non-participation in boycotts of Israel; non-listing on scrutinized company lists related to Sudan, Iran, Cuba, and Syria (for contracts $1 million or more); non-suspension or conviction; E-Verify registration compliance; forced labor prohibitions; foreign country of concern restrictions; coercion for labor attestations; and common carrier transportation compliance where applicable. Out-of-state corporations must obtain a Florida Certificate of Authority. Florida-based bidders receive preference equal to that granted by other states with preference policies, or a five percent preference if the lowest bidder's home state does not grant such preference. Award determinations will be based on responsible and responsive bidders submitting the lowest bid through the highest MSRP discount percentage for both initial and renewal terms. All pricing must include administrative, environmental, preparation, handling, freight, statewide delivery, warranty, and installation costs. The current contract being replaced has an average annual spend of approximately $28 million. Delivery requirements mandate in-stock vehicle delivery within 14 calendar days (or 30 days if post-delivery installation is required) and out-of-stock vehicle delivery within 180 calendar days.
