About this file

This is an Attachment J Principal Place of Business Letter form issued by the Florida Department of Management Services for ITB No. 25-25100000-ITB, related to a Motor Vehicles State Term Contract. The attachment serves as a required submission document for bidders responding to this solicitation. Bidders must indicate their principal place of business location and complete the corresponding section of the form. The Motor Vehicles ITB is issued by the Department of Management Services with the intent to establish a statewide State Term Contract, with the Department reserving the right to make multiple awards by vendor or region, award to a single bidder, or make no award based on what is determined to be in the State's best interest. Interested vendors must submit responses through the MyFloridaMarketPlace Sourcing Event via the SAP Business Network. All solicitation information and addenda are posted on the Vendor Information Portal (VIP), and vendors are responsible for monitoring this portal throughout the procurement process. The primary contact is Chelsea Johnson, Senior Purchasing Analyst, at the Division of State Purchasing, reachable at (850) 921-0033 or Chelsea.Johnson1@dms.fl.gov.

For bidders with a principal place of business located within Florida, completion of the form is straightforward, requiring only basic vendor information and an authorized representative's signature. However, for bidders whose principal place of business is located outside of Florida, the form requires a written legal opinion from an attorney licensed to practice law in the bidder's home state. This opinion must address whether the bidder's home state grants any preferential treatment to in-state business entities in the awarding of public contracts, as mandated by Section 287.084(2), Florida Statutes. Failure to complete and submit the required section based on the bidder's location status will result in the bid being deemed non-responsive.
