About this file

This Addendum No. 1 and Questions and Answers document issued by the Florida Department of Management Services amends ITB No. 25-25100000-ITB for the establishment of a statewide term contract for motor vehicles. The addendum addresses six substantive questions from bidders regarding pricing structures, vehicle model additions, form formatting, and installation procedures. Key clarifications include amendments to installation language for non-OEM options to allow separate line-item labor charges, additions of Ford Transit and E-Transit Chassis Cab models to Group 3.C, and guidance on model replacements and deletions through Section 3.12 of the Scope of Work. The addendum establishes that all applicable forms will be provided in fillable format upon contract execution and incorporates a revised Attachment C Discount Sheet with model name additions shown in red underlined text.

The pricing and operational amendments modify critical contract requirements regarding MSRP discounts, installation charges, and the Price Quote Form process. Contractors must provide the lowest available MSRP discount at the time of quote request and adhere to submitted discounts throughout both the initial and renewal terms with no decreases permitted, though increases are allowed. Installation charges for non-OEM options and third-party body installations must be itemized separately on the Price Quote Form with two-business-day response requirements, and the Department reserves the right to reject installation charges deemed misaligned with market prices. Charges and fees beyond those existing at contract inception may only be extended to customers if attributable to market condition changes, requiring Department approval with supporting documentation. The Contractor must comply with Florida Statutes Section 319.21 for body transfers and third-party installations and provide documentation of current MSRP and applicable discounts both at quote and delivery.

Motor Vehicles (Invitation to Bid)

No. 25-25100000-ITB

Questions and Answers and

Addendum No. 1

Questions and Answers

The Department has received the following questions through MFMP Sourcing, and the Department’s answers are provided in the table listed below:

No. Question Answer

1 1) Bid states that the MSRP discount offered on the vehicle will also be the same percentage discount offered on OEM and non-OEM options--this raises two issues:

First, not all aftermarket (non-OEM) options will have a published MSRP or list price and be discoverable publicly as outlined in the MSRP definition. Especially in the case of LEO options, custom options, and other specialty products.

Second, the labor to install items varies greatly and the dealer's cost of labor and product may exceed the price after MSRP discount is applied.

For non-OEM options, can we extend the body and 3rd party language regarding install to the non-OEM section so we can list labor as a separate line item? This would allow us to show the MSRP discount on the product itself and allow an itemization of labor that can be compared to market prices.

See this Addendum’s update to Attachment A, Scope of Work, subsection 3.6, Installation, listed below.

2 2) Both the Ford Transit and E-Transit have a cutaway and chassis cab model. Can we add the Transit and E-Transit Chassis Cab items to Group 3.C?

Model names have been added.

Refer to the Revised Attachment C, Discount Sheet (Groups 1-7).

3 3) In Group 1.B, The F-150 SSV (includes hybrid), as well as the F-150 Lightning Pro SSV model are all discontinued.

This question is unclear.

Refer to Attachment A, Scope of Work, subsection, 3.12, Model Additions, Replacements, and Deletions.

4 4) Can we add the Mustang Mach-E GT to Group 1.B?

Ford has spec'd the Mach-E GT for police use model and will be using the SSV moniker. At a minimum, we believe it should be listed under 1.D with the regular Mustang.

Refer to Attachment A, Scope of Work, subsection, 3.12, Model Additions, Replacements, and Deletions.

5 5) Will the Acknowledgement of Order form become an editable file in the future? Current form will not allow text edits. Is there a possibility of having a dealer-made Acknowledgement Form approved for the sake of expediency as we place orders with the manufacturer?

All applicable forms will be posted in a fillable format on the contract webpage upon contract execution.

Refer to Attachment A, Scope of Work, subsection, 3.15, Acknowledgement of Order Form.
