About this file
This is a Principal Place of Business Letter attachment for the Florida Department of Management Services' Motor Vehicles Invitation to Bid (ITB No. 25-25100000-ITB). The form requires all bidders to certify their principal place of business location and, if located outside Florida, to provide a legal opinion from an attorney licensed in their home state regarding any state preference policies that may apply to their business entities in public contracting. The bid submission deadline is March 24, 2026, at 2:00 PM Eastern Time via MyFloridaMarketPlace Sourcing Event, with public bid opening scheduled for 2:30 PM the same day. A non-mandatory pre-bid conference is scheduled for February 12, 2026, at 2:00 PM Eastern Time, and the question deadline is February 19, 2026, at 2:00 PM Eastern Time. The initial contract term is two years with options for up to two additional one-year renewal periods, contingent upon satisfactory performance and mutual agreement.
Bidders with principal places of business in Florida receive preference equal to preferences granted by other states, or a five percent preference if the lowest bidder's home state does not grant such preference. Out-of-state corporations must obtain a Florida Certificate of Authority from the Florida Department of State, Division of Corporations. For out-of-state bidders, failure to submit a completed legal opinion regarding state preferences will result in the bidder being deemed non-responsive. The form requires authorized representative signatures and must be submitted as a mandatory responsive requirement alongside other certifications including the PUR 7801 Vendor Certification Form and various compliance attestations. The current contract being replaced has an average annual spend of approximately $28 million for informational purposes only, with the Department reserving the right to award multiple contracts, reject all bids, or make no award as determined in the best interest of the State.
