About this file

This is a Draft Term Contract document from the Florida Department of Management Services establishing a statewide term contract for the supply of motor vehicles. The contract encompasses seven vehicle categories including law enforcement vehicles, sedans and hatchbacks, minivans and vans, sport utility vehicles, light duty trucks, medium duty trucks, and low-speed motor vehicles, covering over 400 vehicle models and variants from major manufacturers. The initial contract term is two years with options for up to two additional one-year renewal periods. The procurement officer is Chelsea Johnson, Senior Purchasing Analyst, with a non-mandatory pre-bid conference scheduled for February 12, 2026, at 2:00 PM Eastern Time, a question deadline of February 19, 2026, at 2:00 PM Eastern Time, and a bid submission deadline of March 24, 2026, at 2:00 PM Eastern Time via MyFloridaMarketPlace Sourcing Event, with public bid opening at 2:30 PM Eastern Time on the same date and a Notice of Intent to Award anticipated by April 14, 2026.

Bidders must submit pricing as Manufacturer's Suggested Retail Price (MSRP) discounts expressed as percentages to the hundredths decimal place, with all pricing required to include administrative, environmental, preparation, handling, freight, statewide delivery, warranty, and installation costs. The Department intends to award up to ten contracts per model within each sub-group to responsible and responsive bidders offering the highest MSRP discounts for both initial and renewal terms. Delivery requirements mandate in-stock vehicle delivery within 14 calendar days (or 30 days if post-delivery installation is required) and out-of-stock vehicle delivery within 180 calendar days. Vehicles must be new, unused, damage-free, and compliant with all federal and state safety and emissions standards. The current contract being replaced has an average annual spend of approximately $28 million. Florida-based vendors will receive a five percent preference if the lowest bidder's home state does not grant equivalent preference. Bidders must comply with mandatory responsive requirements including the PUR 7801 Vendor Certification Form, Principal Place of Business Letter, forced labor attestations, drug-free workplace certification, and various compliance certifications.
