About this opportunity
Pinellas County, Florida is requesting qualifications by July 7, 2026 at 3:00 PM for an Infrastructure Repair Work Order Contract (ITB-C #26-0208) covering reconstruction of infrastructure damaged in the 2024 hurricane season, including concrete repairs, site cleanup, milling and resurfacing, landscape work, fencing, sidewalk repairs, ADA ramps, and sheet pile installation throughout the county. Bidders must meet a 12% Small Business Enterprise participation goal and submit an SBE Compliance Form identifying all SBE subcontractors.
This is a two-step qualification and bid process. Step One requires proof of FDOT prequalification in flexible paving, grading, pavement marking, and curbs work types, or a Florida Certified General Contractor license; a Qualification Submittal Form documenting four representative projects of similar scope; a bonding letter; and minimum three reference letters from prior customers. Failure to meet these requirements disqualifies submission from Step Two. Questions are due July 3 at 3:00 PM. Step Two bid submissions are due July 28 at 3:00 PM.
The engineer's estimate totals approximately $20 million, comprising $15.98 million for roadway and parking work, $1.41 million for special amenities, and $2.59 million for unspecified work and survey activities. The contract does not guarantee minimum or maximum quantities or concurrent or consecutive work orders; each work order constitutes a standalone project. Sample projects referenced in Appendix 6 include Anderson Boulevard at Fort DeSoto Park (approximately 1,400 linear feet of pavement reconstruction with sheet pile stabilization), Indian Rocks Beach, Sand Key Park, Madeira Beach, Redington Shores, and Indian Shores Tiki Gardens.
Contractors must commence work within 15 consecutive calendar days of Notice to Proceed and complete all work within 540 consecutive calendar days. A 5% bid bond and performance and payment bonds each at 50% of agreement amount are required. Unit prices must remain firm from contract signature through project completion. All work must comply with Pinellas County Supplemental Specifications, FDOT standards, and applicable federal, state, and local laws. Contractors must register with E-Verify, comply with Florida work authorization requirements, and maintain proof of corporate identity registration with the Florida Division of Corporations. Award goes to the lowest responsive and responsible bidder. All submissions are made electronically through OpenGov; submittals may not be withdrawn for 120 days after opening.
