About this file
This is a Florida Trench Safety Certification and Disclosure Statement required for bidders on infrastructure projects in Pinellas County, Florida. The document establishes compliance requirements based on the Florida Trench Safety Act (Section 553.60 et seq., Florida Statutes), which adopts Federal excavation safety standards from 29 C.F.R. Section 1926.650 Subpart P as the interim state standard. Bidders must acknowledge their responsibility to comply with all applicable excavation and trench safety standards and to design appropriate trench safety systems using available geotechnical data from the County and other relevant sources. The contractor bears sole responsibility for selecting the data used in designing the safety system and for the system itself. Bidders must disclose the specific trench safety measures they will employ on the project, including a detailed breakdown of each measure by units of measure (linear feet or square feet), quantity, unit cost, and extended cost. These disclosures are required for procedural compliance purposes only and do not constitute payment items.
The cost of trench safety compliance disclosed by the bidder does not represent the full extent of the contractor's obligation to comply with applicable standards, and the contractor must provide any additional necessary measures at no additional cost to the County unless otherwise specified in the contract documents. The County's acceptance of a bid does not constitute an evaluation or determination that the disclosed costs are adequate for compliance, nor does it relieve the contractor of its sole responsibility to meet all trench safety requirements. Bidders must complete the certification form in full, providing company name, representative contact information, Federal Employee ID Number (FEIN), and email address, with failure to complete the form potentially resulting in bid rejection as non-responsive.
